ABOUT WILLIAMS LAKE FIRST NATION (WLFN)

The Williams Lake First Nation (WLFN), or the T’exelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

EDUCATION REQUIRED

  • Bachelor’s in Business Administration or related fields.
  • Certificate courses in Maintenance, Property Management,and related fields.

EXPERIENCE REQUIRED

  • Minimum 3-5 years of business, project management, property management, or related experience.

Responsibilities:

  1. To create and sustain good working relationships with members regarding housing needs.
  2. Develops an operational plan which incorporates annual goals and objectives for programs and services, including program delivery and evaluation.
  3. Establishes and maintains a strategic housing policy that meets the needs of the community through the vision of WLFN.
  4. Oversees the needs assessment with the community to identify needs and to provide information to external agencies as well as governing body that feeds the operational plan.
  5. Prepares and presents the housing policy in consultation with the CAO and Director of Engineering, Planning, and Public Works.
  6. Establishes and monitors the annual operating budget and works to secure adequate revenue and funding.
  7. Possesses strong working knowledge of on-reserve loan programs, rent-to-own programs, and home ownership offerings facilitated by WLFN’s banking partner.
  8. Ensures health and safety by overseeing the annual housing inspections, add new requirements to annual plans and budgets based on the findings.
  9. Develop and implement tenant and community engagement strategies for major redevelopments, renovation, and new construction projects to foster community and/or tenant support.
  10. Oversees the tools and systems used to educate tenants, promote reporting of maintenance issues and compliance with policies and sense of responsibility and ownership.
  11. Oversees the collection of rents and maintenance fees, and develops a collection system for arrears, accounts for and forwards all payments to Canada Mortgage and Housing Corporation, loan applications and renewal documents.
  12. Exercises sound judgement and discretion regarding the confidentiality of client information.
  13. Ensures capital projects are completed on time and within budget.
  14. Meets regularly with government bodies, industry, First Nations organizations, and other external agencies to share information and identify problem areas and works towards developing solutions to issues.
  15. Identifies, promotes, and coordinates partnership opportunities with Indigenous and non-Indigenous communities focusing on housing, public works, maintenance, and capital initiatives.
  16. Consults and liaises with Public Works and Operations and Maintenance to share information and to potentially formulate joint special projects which would enhance the delivery of existing programs and services.
  17. Works closely with Social Development in the administration of rents for tenants on Social Assistance.
  18. Works closely with Law Enforcement.
  19. Prepares and submits regular activity reports and statistics to appropriate agencies and the community.
  20. Monitors the housing database for contracts, projects, and properties.
  21. Works with Canada Mortgage and Housing Corporation and Indigenous Services Canada to access funds, do necessary reporting to funders.
  22. Creates a safe and healthy environment where facilities are well maintained.
  23. Keeps up to date on new housing initiatives.
  24. Keeps the CAO informed of sensitive and important issues and events.
  25. Supports the mission, vision, and values of Williams Lake First Nation.
  26. Contributes to the WLFN’s ongoing success by accomplishing other duties as required or assigned.
