Long Description The HSSE Director, as a member of the Top Management team, will fully empower and lead ARASCO and its Strategic Business Units in its efforts to achieve excellence in Health, Safety, Security and Environment. Key departmental responsibilities include HSSE Budget, Business Plan and strategy, Management System and Team development, HSSE training and performance management, support for procurement and purchasing in making HSSE Qualifications of contractors, Legal and other compliance reporting, mentoring and coaching, Audit Management, providing technical advice and review of Firefighting, Alarm and Dust Explosion Control system  and enhancing HSSE Culture. The Director leads a big team of professionals who support SBUs and CUs in all aspects of HSSE management. The Director must have in-depth knowledge of Local legal and international requirements and will maintain key external relationships with internal and external stakeholders in order to Benchmark ARASCO in making World Class organization in HSSE. Long Description Exercises HSSE governance and accountable on over all aspects of HSSE at ARASCO. Enhance High Performance HSSE Culture programme that will promote positive behaviours in ARASCO Operations. Provide strong leadership direction on Safety, Health, Security and Environmental management policies and strategies. Develop the organizational HSSE Vision, Mission and Strategy in compliance with ARASCO Corporate group Vision, Mission and Strategy. As part of the Top Management Team, contributes to the achievement of the organization's mandate by providing advice and guidance on all issues related to HSSE to the Executive Team and Presidents. Efficiently HSSE budget of around 20 Million SAR to 30 Million SAR and recommend technical HSSE requirements to SBUs Presidents through Cost/ Benefit analysis. Assist senior managers with HR planning through constant review of SBUs workforce demographics, competencies and labour market analysis. Take initiatives that support the organization's objectives and assist managers in achieving established goals and promote working together as a team. Ensure the provision and continual improvement of HSSE Management System which includes HSSE Policy, Procedures and programmes etc. Ensure that effective Risk Management Programme is in-place in an alignment with Corporate Governance and Risk Management Programme. Act as the primary interface with regulatory agencies on HSSE matters. Maintain HSSE legislative and compliance requirements of legal bodies like Civil Defence, PME, SFDA, SIDF, GOSI and Saudi Labour Law etc. and industry best practices. Establish effective mechanism of HSSE communication is in place in coordination with Corporate Communication Department. Ensure that all ARASCO sites are secure and safe and security employees are working effectively. Support Operations and Maintenance of SBUs to perform their activities safe. Ensure Health Surveillance programme is in-place to monitor the exposure of employees working in hazardous areas. Establish strong Incident Investigation programme and Work effectively to make reduction in Major accidents as well as to save the cost. Ensure provision of safe and healthy work environment for all employees. Promote an environment that fosters effective working relationships with internal and external stakeholders with respect to HSSE. Ensure the implementation of Disciplinary System in an alignment with HR and Saudi Labour Law. Establish a mechanism of Counselling, Participation and Consultation of Workers. Ensure the HSSE Reward and Recognition Programme is in-place and in-use. Ensure that necessary HSSE tools and training are provided to the employees to fulfil their responsibilities in implementing the HSSE Program. Ensure the Emergency Preparedness and Response plan is in-place to cope the actual and potential emergency situations. Gather, review, and analyse various industry information related to HSSE to benchmark ARASCO. Provide and monitor ERP hazard/ incident reporting tools (Q-Pulse) and programs to achieve injury free work environment. Ensure compliance with legislative, contractual and Service Level Agreements. Monitor the performance of ARASCO SBUs and CUs through HSSE Internal and external Audits and HSSE Management Reviews. Ensure that HSSE KPIs are established to achieve strategic objectives. Ensure the right design of FF and alarm system through analysis of data (fire analyses report). Long Description The jobholder shall have Leadership, responsibility and approval authority for all aspects of HSSE including objectives, schedules/programmes, plans, resources, documentation, file structures, EMS ISO14001 & OHSAS 18001 compliance, HSSE legal compliance, Risk Management, incident response/investigation within the business unit as well as in External Organizations. Long Description Internal : Make strong Coordination with CEO, Presidents and Sr. HSSE Managers in order to improve HSSE Culture and to mitigate Significant HSSE Risk to ARASCO and to manage change effectively. External : Interacts with community of HSSE professionals outside the company, regulators (e.g. Civil Defence, Presidency of Metrology and Environment etc.), Government’s affairs and any other required resources.   Able to participate in different internal and external events as speaker to promote positive image of ARASCO. Long Description   Ability to take proactive decision to assure improvement of HSSE Culture as at this level decision making is very critical where the wrong decisions could lead to a massive consequences and business interruption.     Ability to take decision on Legal and other requirements.     Ability to take decision prior incidents through analysis of dangerous situations and hazard identification.   Ability to take decision through Root Cause Analy   Ability to take decisions to prioritise HSSE needs to effective utilization of the budget    Ability to hire competent employees and establish HSSE Team. Technically support manufacturing and other technical department to take decision on manufacturing requirements Long Description Qualifications :    Master Degree in Occupational health and safety/industrial engineering and with NEBOSH Certificate or equivalent.  Certified Auditor of OHSAS 18001 and EMS ISO 14001.  Holding a Risk management certificate or equivalent.   Experience :  15 - 18 years experience in HSSE of which 10 years of experience in Managing Health, Safety, Security and Environment of Feed/ Food / Corn Manufacturing or related industries (relevant stream) as Director HSSE.   Skills: Expert knowledge of Local and International policies, laws and legislations.  Recognized qualification / certification in environmental and security systems.  Expertise of OHSAS 18001 / ISO 14001 / OSHA Requirements. Ability to manage & develop a multicultural team of HSSE professionals within a wider integrated HSSE function. Ability to plan and control within resource, budget and schedule constraints.  Ability to specify and manage the development of strategic solutions to HSSE problems.  Ability to Analyse, Interpret and Evaluate the problem.
