The manager, human resources business partner (HRBP) leads the HRBP team in delivering effective human resources strategies that support the Vancouver Fraser Port Authority’s (VFPA) mission and business priorities. This role ensures the alignment of HR initiatives with organizational objectives by providing consultative support in areas such as workforce planning, labour and employee relations, talent management, career development, learning and development (L&D), employee relations, and organizational design. The manager, HRBP is responsible for guiding and developing the HRBP team to drive tactical HR initiatives that positively impact business outcomes and enhance the employee experience.

Responsibilities
  • In partnership with the Director, Strategic HR Business Partner, manages workforce planning, talent identification, succession planning, and career development strategies, and develop and execute corresponding implementation plans
  • Lead and provide authoritative human resources consultation to business leaders in identifying people-related challenges and opportunities, offering practical solutions to drive business results
  • Work closely with the Director, Strategic HR Business Partner, to ensure HR initiatives align with business goals and organizational priorities.
  • Provide guidance and oversight of individual employee or labour relation issues to the HRBP team, ensuring compliance with collective agreement, regulations, applicable legislation, employment law, past practices and organizational policies
  • Work closely with the Employee and Labour Relations team to guide collective agreement interpretation, implement guidelines, and resolve complex employee and labour relations issues. May represent the Employer in grievance and dispute resolution meetings including and leading up to arbitration
  • Supports investigations and handling of disciplinary actions, as needed, and in close collaboration with the Labour Relations team.
  • Lead the HRBP team in the implementation and delivery of comprehensive talent management programs, ensuring high-potential talent is identified and retained
  • Oversee performance management cycles, providing insights on talent readiness, succession planning, and retention risks
  • Use HR analytics to assess trends and provide data-driven recommendations that improve employee performance and engagement.
  • Lead HRBP efforts in supporting and implementing business transformation and changing management initiatives
  • Equip the HRBP team with tools and strategies to help business leaders and employees navigate periods of growth and change
  • Lead the learning and development team to deliver integrated HR solutions across the organization
  • Lead cross-functional projects by providing HR expertise in organizational design, leadership development, and talent strategies
  • Model HR best practices and provides coaching to people managers, ensuring alignment with organizational values and goals.
  • Lead, mentor, and develop a high-performing HRBP team to execute HR strategies and tactical initiatives.
  • Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders
  • Foster continuous improvement within the HRBP team by promoting the best practices in HR service delivery, coaching, and development.
  • Manage subordinates, ensuring that team and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed
  • Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities
  • Participate as a member of various management and inter-departmental teams in the planning, implementation and management of business initiatives
  • Promote the VFPA’s health and safety program by demonstrating health and safety leadership through actions, participation in health and safety initiatives and regular safety conversations with employees
