Description

  • Responsible that the Bilingual ESL department follows the federal and state regulations and DISD procedures, to be in compliance with the bilingual education and Every Student Succeeds Act (ESSA) law, regarding the correct development and monitoring of the department budgets (Refugee Impact Grant, Title III Part A, ELA and Immigrant, Title I and General Operations), and different internal and external Compliance Reports.
  • Develop and manage the department budgets according to the Executive Director and Director guidelines, ensuring the achievement of the department goals and objectives, being in compliance with the specific rules for Title III Part A, ELA and Immigrant, Title I and District guidelines.
  • Supervise the preparation of the request for proposal, contract of services, purchasing of materials, check requisitions, payroll information submitted into the Oracle system, and other expenditures, ensuring they are allowable by Title III, Title I, Refugee Impact Grant, and according with the district procedures. Ensure the documents are properly completed with the correct support documentation. In addition, prepare and analyze the Title III Annual Compliance Report to the TEA, ELA and Immigrant, analyzing each of the items of expenditures with an accurate explanation of each of them.
  • Collaborate with Executive Director and Director with the financial planning and preparation of the Workscopes, Grants applications, Amendments, and other related issues ensuring the documents are properly completed and submitted in a timely manner.
  • Collaborate with Executive Director and Director in the allocation of funds to the different programs: ESL programs, Dual Language programs, Newcomer programs, Immigrants programs and Refugee Programs, providing report of expenditures as required.
  • Supervise assigned staff.
  • Provides leadership, oversight, and coordination to the multiple departments within Bilingual ESL to ensure effective organizational processes and requirements; provides oversight and directs support for meeting compliance standards and procedures set out by the organization.
  • Manage internal department control procedures and guidelines for all kinds of expenditures and compliance reports, ensuring the Executive Director and Director receive accurate information prior to the approval.
  • Provide direction and assistance to supervisors, coordinators and instructional specialists regarding budgeting policies and efficient control and utilization of financial resources
  • Prepare some parts/sections of the Bilingual Exception and Waiver report to TEA,
  • working with Human Resources, Professional Development, Executive Director, Director and Supervisors to assure accuracy in reporting those data to the TEA
  • Responsible for the assistance to, and to obtain all the information required by internal and external auditors, as well as by the TEA and US Department of Education auditors.

Qualifications

  • Bachelor’s Degree from an accredited university required in Business or related field: Master’s Degree from an accredited university preferred.
  • TASBO certification preferred
  • 5+ direct years of experience required experience in business, financial reporting, compliance or related fields.
  • Good knowledge of the bilingual education law, the Every Student Succeed Act (ESSA) public law, TEA procedures for Grants, especially Title III, ELA and Immigrant, Title I and Refugee funds, the Financial Accountability System Resource Guide, the Federal Cost Principles, EDGAR regulations, and district policies and procedures.
  • Extensive experience working with DISD Budget System for federal and general operating funds, as well as knowledge of Auditing, ability to create a variety of financial and compliance reports
  • Ability to analyze data, accountability rates and information given by the Texas Education Agency for the district’s ELLs, identifying trends in the accountability rates
  • Good knowledge and experience with Oracle E-Business Suite, TEA web-site TEASE and TEAL, Microsoft Office, especially Excel.
  • Demonstrated ability to interact with all levels of district personnel, as well as contribution as a constructive and collaborative team member.
