Purpose: We are currently recruiting for a Senior Manager, Procurement Contracts. Our team includes world class experts and dynamic go-getters. This is a full-time position based in either Markham, Ontario, Oakville, Ontario, Vancouver, BC or Calgary, Alberta. Reporting functionally to the Director Supply Chain and operationally to the Project Director, the Senior Contracts Manager is responsible for overseeing the entire contracts life cycle, from strategy development through execution and close out. This position serves as an integral member of the EPCM leadership team, ensuring contract structures, commercial frameworks, and execution strategies: Safeguard the Client’s interests Facilitate safe project delivery with certainty in cost, schedule, and qualit Support Indigenous engagement and local content objectives The role progresses from strategy development during the FS phase into comprehensive contract management post-FID, encompassing proactive claims prevention and leadership in dispute resolution. Responsibilities: Lead and manage contracting department team members (contracts formation and contracts administration). Guide contracting strategy throughout the FS / FEL-3 Phase Formulate and execute contracting strategies across: Earthworks & Civil Tunnelling (declines, underground access) Process Plant (Mechanical & SMP) Electrical & Power Infrastructur Tailings & Water Management Logistics & Camp Service Define optimal packaging approaches: Vertical vs horizontal packaging Strategies to minimize interfaces Risk-based segmentation of scopes Advice on contract models: Unit rate Lump sum Target price Develop contracting quilt and packaging register detailing Interface ownership FID gates Risk heat mapping Lead market engagement initiatives EOI → prequalification → RFP Early Contractor Involvement (ECI) Change Management Communicating with client and project team to secure approvals in accordance with established procedures Interacting with engineering and construction departments to comply with terms, revisions and amendments Close out Participate in contract termination, claims or dispute settlements according to delegated authority, conducting close out review and processing back changes. Commercial & Contract Development Oversee preparation of all contract documentation, including: Instructions to bidders (ITB) General & Special Conditions Scope of Work (aligned with engineering maturity) Commercial schedules (Schedule C equivalent) Pricing structures and bid forms Establish standardized commercial positions, such as: Payment mechanisms (unit rate / milestone / progress-based) Rules of credit (progress measurement systems) Security requirements (bonding, guarantees) Liquidated damages framework Change management protocols Clarify OEM and contractor commercial boundaries: Non-negotiables Risk caps and liability structures Interface responsibilities Procurement & Award Governance Oversee full tendering lifecycle Bid strategy approval and bidder list development Bidder engagement and clarification processes Commercial evaluations and normalization Lead negotiations Chair Commercial Evaluation Committees Ensure: Auditability Fairness and transparency Compliance with EPCM “agent” responsibilities Lead contract award recommendations and oversee contract execution Post-FID Contract Execution & Management Establish and direct Contracts Management function, supervising: Contracts Administrators Claims specialists Coordination with procurement, construction, and project controls Implement contract management systems and procedures covering:Change control, Payment certification, Correspondence management, Claims tracking Ensure integration with Project controls (cost & schedule) Materials management Construction execution teams Procurement Proactive Claims & Dispute Management Develop and implement proactive claims avoidance strategies, including Early identification of risk triggers Commercial risk workshops with contractors Real-time issue resolution frameworks Provide leadership in Claims evaluation and negotiation Dispute avoidance boards (where applicable) Formal dispute resolution processes Ensure robust contract defensibility: Documentation discipling Change order traceability Schedule entitlement alignment Ensure robust change management Communicate with client to secure approvals in accordance with established procedures. Interact with engineering and construction departments to comply with terms, revisions and amendments. Close out: Lead contracts close out or termination, claims or dispute settlements according to delegated authority, conducting close out review and processing back changes. Indigenous & Local Participation Integration Integrate Indigenous participation requirements into contracting strategies: Implement mandatory commitments Joint venture or subcontracting expectations Weighted bid evaluations Align contracts with: Impact Benefit Agreements (IBAs Local procurement commitments Track compliance throughout contract execution Risk Management & Governance Maintain the contractual risk register, addressing Interface risks Contractor performance risks Commercial exposure Supply chain and logistics risks Allocate risk in accordance with EPCM model (agency-based delivery) Market capacity realities Support lender due diligence by providing: Contracting assumptions Transparent risk allocation Strong commercial foundations What you will bring: Technical and Industry Experience: 15–20+ years’ experience in contracts and commercial management Significant experience with major mining projects (>$1B capex) Proven EPCM experience (Owner-side or EPCM contractor) Comprehensive knowledge of: Unit rate and lump sum contracting in minin Tunnelling and underground contract structures Process plant construction contracts Strong understanding of: Canadian construction law and OH&S obligation Indigenous procurement frameworks Experience in: Remote, logistically complex projects Multi-contract execution environments (25+ packages) Advanced field systems, processes, and tools Education – Qualifications, Accreditation, Training: Required: BA/BS degree in related field or applicable discipline, or equivalent or relevant experience. Minimum 15+ years of progressive experience in contract administration and contract management, including: Demonstrated experience on mining or mining-related infrastructure projects (e.g., processing plants, tailings facilities, underground or open-pit mine infrastructure). Experience working within EPC and/or EPCM project environments. Strong hands-on experience managing individual contract or construction packages through their full lifecycle. Technical & Professional Competencies Proven ability to independently manage complex contractual scopes with limited supervision. Strong understanding of commercial risk, change management, claims, and contract close-out processes. Ability to interpret and apply contractual terms, policies, and procedures to real-world execution challenges. Broad knowledge of construction and services contracting within mining and heavy industrial environments. Communication & Collaboration Strong written and verbal communication skills, with the ability to clearly present commercial issues, recommendations, and summaries to project and client stakeholders. Effective negotiator with the ability to influence outcomes while maintaining positive working relationships. Collaborative, team-oriented approach with a strong customer service mindset. For applicants based in the province of Ontario, the salary range is $140K to $160K CAD. For applicants based in the province of BC, the salary range is $144K to $170K CAD.
