The Strategic Engagement and Compensation Policy branch is integral to supporting and implementing the provincial government’s vision for innovation in health service provider compensation. The branch focuses on developing, reviewing, negotiating, and implementing compensation policies and strategies for publicly funded health services in Alberta while ensuring high-quality, cost-effective healthcare for Albertans. We are looking for a Manager, Negotiation Strategies and a Manager, Compensation Engagement.

MANAGER, NEGOTIATION STRATEGIES

The Ministry of Health is seeking a dynamic and strategic leader to guide and develop the provincial-level compensation negotiations and engagement strategies for physicians, Allied Health providers, and other health service providers across Alberta. This leadership position will drive innovative approaches to compensation, foster collaboration, and ensure the successful implementation of policies and programs that improve healthcare delivery in the province.

MANAGER, COMPENSATION ENGAGEMENT

We are seeking a dynamic and strategic leader to join our team as the Manager of Provincial Physician & Allied Health Provider Compensation Strategy. In this key leadership role, you will be responsible for developing and overseeing compensation models and policies that affect physicians, allied health providers, and other health professionals across Alberta. Your expertise will contribute to innovative solutions aimed at enhancing health care delivery in the province, aligning compensation strategies with long-term health system objectives.

THE FOLLOWING EXPERIENCE IS REQUIRED:

  • Strong, broad knowledge of the health care system and provider compensation strategies in Alberta together with knowledge of funding models and options used in Alberta and other jurisdictions.
  • Strong understanding and experience with stakeholder engagement and negotiations activities with preference to candidates with direct negotiations involvement.
  • An understanding of the structure of the health system and the roles and relationships of the key stakeholders.
  • Knowledge of the Canada Health Act, the Alberta Health Care Insurance Act, and associated regulations.
  • An understanding of the rules and regulations governing the payment of physicians and allied health care providers.
  • General knowledge concerning the history of evolution of the health system in Alberta including Alberta Health’s relationships with key stakeholders.
  • Knowledge of and ability to apply, the principles and concepts of economics, qualitative and quantitative research, and analysis techniques.
  • Understanding of financial concepts to assess the financial impact of proposed agreements.
  • Experience in business, economics, public administration, health care, policy management, and negotiations.

  • Extensive knowledge and broad understanding of government and Alberta Health (AH) objectives, goals, and strategies.

THE FOLLOWING EXPERIENCE IS REQUIRED:

  • Strong, broad knowledge of the health care system and provider compensation strategies in Alberta together with knowledge of funding models and options used in Alberta and other jurisdictions.
  • An understanding of the structure of the health system and the roles and relationships of the key stakeholders.
  • Knowledge of the Canada Health Act, the Alberta Health Care Insurance Act, and associated regulations.
  • A broad knowledge of economics, accounting, statistics and finance and the ability to apply them to physician compensation.
  • An understanding of the rules and regulations governing the payment of physicians and allied health care providers.
  • General knowledge concerning the history of evolution of the health system in Alberta including Alberta Health’s relationships with key stakeholders.
  • Knowledge of and ability to apply, the principles and concepts of economics, qualitative and quantitative research, and analysis techniques.
  • Financial analysis skills are also required for management of substantial budgets.

THE JOB RESPONSIBILITIES INCLUDE:

  • Strategic Development: Lead the development of negotiation and engagement strategies for physicians, Allied Health providers, and other healthcare professionals to support engagement with stakeholders and service delivery organizations.
  • Framework and Evaluation: Lead a team of analysts to design and implement a comprehensive framework for program monitoring, performance measurement, and evaluation.
  • Stakeholder Engagement: Establish and maintain relationships with key external stakeholders (e.g., AHS, AMA, ADA, AAO, APA, CPSA) to advance various policy issues and strengthen collaborative efforts.
  • Policy and Process Integration: Create strategies that incorporate relevant policy, processes, and standards into health service provider agreements, identifying and addressing any policy gaps.
  • Committee Representation: Represent the ministry on key committees governing physician and Allied Health provider compensation programs and provide regular reports on program outcomes.
  • Leadership & Innovation: Support and lead the development of innovative compensation models, including FFS (Fee-for-Service) and alternative models, to ensure the sustainability and effectiveness of healthcare delivery in Alberta.
  • Strategic Planning & Alignment: Work closely with internal teams, including directors and analysts, to develop long-term strategies that align with the government’s strategic direction for healthcare compensation.
