1 Position Vacancy This is an Actively Recruited Position Job Summary Reporting directly to the Director of Data Integrity, the Manager of Data Collection is responsible for supervising the operations and staff of the Data Collection Units of the Cook County Assessor's Office (CCAO). The Manager's duties include direct oversight of Data Collection employees' work performance, assignment of work, ensuring proper workflow, addressing and resolving employee concerns and questions, issuing performance evaluations, initiating disciplinary action, and ensuring the Data Collection Units provide good customer service. Additional duties include providing direction and continuity in the collection of field data necessary to ensure a fair and equitable assessment for all types of industrial and commercial property in Cook County. Essential Job Duties Supervises and directs the employees within the Data Collection Unit. Determines performance standards and metrics, as appropriate, for tasks of the Data Collection staff and reviews that information regularly, taking corrective action as necessary. Reviews permits, divisions, exempt to assess and assess to exempt properties, air rights, leaseholds, and appeal files for assignment to Industrial/ Commercial and Residential Data Collection staff. Reviews completed field work for errors and verifies the accuracy of data collected on permits, divisions, exempt to assess or assess to exempt status, air rights, and leaseholds, for various types of industrial and commercial properties. Answers questions and concerns raised by Data Collection staff concerning duties. Performs higher complexity field inspections, when necessary, collecting new data by physically and accurately locating, measuring, and sketching properties to document any changes to the property. Reviews and reconciles permits, open line, exempt and other field tracking reports, and works with and provides assistance to other Departments regarding inquiries made to the Data Collection Unit. Coordinates and assigns special projects (i.e. CBD surveys, airports, permits under construction, etc.) to prepare for the next assessment year, and ensures that projects are completed in a timely manner. Ensures that assessment deadlines are met by Data Collection staff in relation to field checks of industrial and commercial properties. Attends periodic Departmental and CCAO management meetings regarding the assessment cycle. Provides leadership in the implementation of objectives and procedures related to field inspections and the collection of field data to increase uniformity for all property valuations. Conducts performance evaluations of subordinate Data Collection employees. Tracks attendance of Data Collection employees, and receives, reviews and approves leave requests consistent with the Handbook. Participates in the hiring process for Data Integrity positions, as necessary. Ensures Data Collection staff satisfies productivity requirements, and provides professional development, promotes good morale, and establishes performance measures of reporting staff. Provides input on Data Integrity staff disciplinary matters, and participates in disciplinary investigations and grievance hearings, as necessary. Assists the Valuations division with projects, as assigned and approved by the Deputy Assessor-Chief Valuations Officer, and shares staff resources, as needed, to achieve the overall goals of the Valuations Department. Assists in effectively communicating job responsibilities to Data Collection staff and provides instruction and training relative to staff job duties and assignments. Helps to administer CCAO policies and procedures and provides instruction to staff regarding CCAO policies and procedures. Minimum Qualifications Bachelor's Degree from an accredited college or university. Five (5) years of full-time work experience in any of the following areas (individually or combined): • Property appraiser or assessment official of real property. • Field inspector of real property which must include inspection of real property. • Full time experience as a Chief County Assessment Officer or Supervisor of Assessments in an Illinois county with a population of 100,000 or greater. Three (3) years of full-time work experience managing or supervising other employees. Valid Class D IL driver's license, reliable transportation, and proof of automobile insurance. OR Current CCAO employee; High school diploma or GED certificate or Associates Degree. Ten (10) years of full-time work experience in any of the following areas (individually or combined: o Property appraiser or assessment official of real property; o Field inspector of real property which must include inspection of real property; o Full-time work as a Chief County Assessment Officer or Supervisor of Assessments in an Illinois county with a population of 100,000 or greater. Three (3) years of full-time work experience managing or supervising other employees. Valid Class D, IL driver's license, reliable transportation and proof of automobile. Preferred Qualifications One (1) year of full-time work experience as a Certified General Real Estate Appraiser. Proficiency with Microsoft Excel. One (1) year of work experience in geographic information systems and/or aerial photography interpretation. Experience with creating, interpreting, and presenting property condition assessment reports. Designation of Member of Appraisal Institute (M.A.I) from the Appraisal Institute, or the Certified Assessment Expert (C.A.E)., or Assessment Administration Specialist (A.A.S.) designation from the International Association of Assessing Officers. Knowledge, Skills, and Abilities Knowledge of CCAO procedures, polices, practices and guidelines, including knowledge of CCAO procedures related to data collection and verification, as well as thorough knowledge of assessment practices in valuation of new property, or the ability to quickly gain such knowledge. Ability to physically and accurately locate, inspect, measure, sketch, collect, and verify data with respect industrial and commercial properties. Ability to properly review sketches and measurements completed by field inspectors. Good, advanced math skills, including algebra and geometry. Familiarity with the assessment of complex properties (i.e. air rights, leaseholds, etc.) Ability to converse knowledgeably and communicate effectively, both orally and in writing. Ability to work with others; excellent interpersonal skills in dealing with the public and co-workers, and to provide guidance and information regarding the field inspection process. Ability to meet CCAO and departmental deadlines, production goals and effectively utilize time with limited oversight Ability to lead and cooperate on specific projects related to the functions of the department. Must be computer literate, with skill and efficiency in entering and retrieving data, and the ability to use CCAO systems and databases, data servers, and internet-based applications. Knowledge of and ability to consistently interpret and apply CCAO policies. Working knowledge of CCAO Employment Plan, Employee Handbook, and any applicable collective bargaining agreement(s) or the ability to quickly gain such knowledge Ability to obtain a Residential or Commercial designation from the International Association of Assessing Officers. Physical Requirements Visual acuity to review and edit written and electronic communications for long periods of time. Repetitive use of hands to handle and/or operate standard office equipment. Ability to create sketches, record data, and use various field equipment. Traveling between offices and buildings may be required. Regular use of a telephone to communicate. Lift up to thirty (30) pounds. Walking, climbing, bending, and stooping at field inspection sites. Drive to field inspection locations.
