GENERAL DESCRIPTION OF WORK:
The Manager of EAM (Enterprise Asset Management) & Systems leads a team of highly skilled staff that manage the EAM system and all systems directly related and managed by Fleet and Facilities. They are the lead liaison between Fleet and Facilities Maintenance and Technology and Innovation (TI) on the implementation and administration of the Enterprise Asset Management (EAM) system for the Fleet & Facilities division. EAM is VIA’s computer software that handles every aspect of running a public works or asset-intensive organization. EAM software applications include features such as asset life-cycle management, preventive maintenance scheduling and warranty management. This position is responsible for managing a team of 5 or more individuals that are responsible for the research, gathering of and analyzing business processes, technology, data integrity, reporting and user requirements for the EAM system projects. This position is responsible for the team that writes, revises, and models the business requirements for clarity, project understanding, and problem solving. This position is responsible for providing recommendations based on analysis and overseeing the revision of existing documentation and/or creation of new related project documentation (e.g., business, and technical project artifacts, etc.) for various audiences. This position leads the team that provides training and system support on the EAM system.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree in a related field and ten (10) years’ experience in enterprise asset management operational procedures with two (2) years supervisor experience. Experience may be substituted in lieu of education on a year-for-year basis up to four years.

Experience facilitating client workshops to collect information and develop task deliverables including process flow charts, writing operating procedures, assessment reports, and end-user documentation (e.g., user guides).
Experience working with client data (e.g., evaluating data requirements, reformatting data to requirements, analyzing data).
Demonstrated analytical and problem-solving abilities and comfort gathering, analyzing, and drawing actionable conclusions and recommendations.

ESSENTIAL FUNCTIONS:
Leadership:
Manages EAM (Enterprise Asset Management) team to address all training, system issues, system improvements and communication of updates and outages.
Develops team on training and system optimization documentation, planning and implementation.
Budgeting for EAM and all systems managed by Fleet & Facilities need capital and operational cost.
Long term planning for Fleet & Facilities Division on system needs and improvements.
Frequent updates to senior leadership in written and oral format on System Integration and Optimization and division reporting.
Manages team of temporary employees that will assist in the implementation and optimization of the EAM System.
System Implementation:
Responsible for documenting project requirements, developing project deliverables, perform status reporting, risk, and issue tracking.
Leads requirements capturing sessions, driving consensus across departments, and challenging where necessary.
Shepherd cross-functional teams through all project phases from conception and initiation, planning, execution, performance/monitoring, and project closure.
Responsible for critically evaluating information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true project requirements.
Responsible for the development and maintenance of a project deliverables plan and a client communication plan.
Responsible for managing client expectations of deliverables.
Partner with client stakeholders, project team contractors and internal groups to ensure project deliverables meet client needs.
Responsible for ensuring the highest quality standards in all project deliverables.
Responsible for the gathering and documentation of business processes to support the development and implementation of customer enterprise asset management strategy and business plans.
System Management:
Responsible for identifying opportunities for improving business processes through information systems.
Responsible for researching, planning, gathering, and analyzing business and user requirements for system projects and improvements.
Interfaces with project subject matter experts to analyze and design solutions and to provide recommendations on deliverables.
Responsible for assessing and analyzing processes and procedures to identify improvement opportunities.
Responsible for the creation of content that is easy to read, thorough, flows logically, edited, indexed, and formatted for presentation to senior leadership.
Responsible for the gathering of requirements utilizing interview, document analysis, business process descriptions, use cases, scenarios, business, task, and workflow analysis, etc.
Responsible for the translation of requirements into a document ensuring requirements are clear, concise, and repeatable.
Responsible for analyzing, defining, and documenting requirements for data, workflow, logical processes, hardware and operating system environment, internal and external checks and controls, interfaces with other systems, and outputs.
Responsible for communicating user needs to IT and project teams through a variety of project specific documents for the Fleet and Facilities Division.
Responsible for the Identification and reporting of compliance issues that require follow-up or investigation.
Responsible for tracking and fully documenting and executing changes in the system for functional and business specifications.
Responsible for working with Project Managers, subject matter experts (SMEs), technical staff, and stakeholders to identify, define, interpret, integrate, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
Manages the interaction between users and IT in the analysis, design, configuration, testing, and maintenance of case management systems to ensure optimal operational performance.
