MANAGER OF ENVIRONMENTAL, HEALTH, SAFETY, & SECURITY

Location: Operations
Status: Full-time Standard full-time work week is 37.5 hours per week/75 hours per pay period.

Salary Grade/Range: R 10/ $82,805 - $116,007. Salary is commensurate with experience.

POSITION SUMMARY

Under the direct supervision of the Director of Operations, the Manager of Environmental Health, Safety & Security (EHS&S) is responsible for developing, implementing, and overseeing programs that ensure a safe, healthy, and secure environment across the Toledo Lucas County Public Library system. This role encompasses occupational safety, environmental management, ergonomics, workplace injury prevention, and physical security, including managing contract security officer services. The Manager of EHS&S proactively identifies risks and mitigates hazards before they cause harm, while ensuring full compliance with all applicable federal, state, and local regulations, including but not limited to Occupational Safety and Health Administration (OSHA) standards, Public Employment Risk Reduction Program (PERRP) requirements, Bureau of Workers’ Compensation (BWC) programs, and Environmental Protection Agency (EPA) regulations.
The incumbent must be a self-starter, with an exceptional work ethic that can demonstrate a commitment to the Library’s mission and values: welcoming, innovative, objective, accountable and collaborative.

MINIMUM QUALIFICATIONS

Knowledge/Skills

  • Strong knowledge of safety regulations, and experience working with regulatory agencies including but not limited to OSHA, PERRP, BWC, EPA, and DOT.
  • Strong knowledge of ergonomic principles and workplace injury prevention.
  • Strong project management and analytical skills, with high levels of attention to detail and accuracy; effective at applying strategic and analytical thinking to deliver organizational insights; able to identify trends and patterns that contribute to improved processes.
  • Must exhibit a high degree of integrity, high ethical standards and leadership capabilities.
  • Knowledge and understanding of law enforcement and the legal system.
  • Familiarity with Ohio Peace Officer Training Academy (OPATA) standards and their application to security operations, vendor oversight, and collaboration with law enforcement
  • Active listening and interpersonal relationship-building skills.
  • Incident investigation and prevention process experience, including demonstrated ability to uncover true root causes of incidents through a prescribed incident investigation and root cause analysis process.
  • Excellent communication and listening skills.
  • Excellent customer service skills and the ability to interact professionally with staff, vendors and customers.
  • Ability to be self-directed, organized, detailed, trustworthy, reliable, good work ethic, accountable and can handle multiple tasks in a fast-paced environment.
  • Ability to follow procedures and maintain a high level of confidentiality.

Training/Experience/Education

  • Education: Bachelor’s Degree Environmental Health & Safety (EHS), Occupational Health & Safety (OHS), Occupational Health-Industrial Hygiene, or other related field (required).
  • Masters degree preferred.
  • Minimum of four (4) years of progressively responsible experience in Environmental Health & Safety (EHS), Occupational Health & Safety (OHS), and/or industrial hygiene.
  • Professional certification in the environmental, health, or safety field (e.g., CHMM, CEP, CET, CIH, or CSP) strongly preferred. Minimum of OSHA 30, HAZWOPER (24/40-hour) preferred.
  • CPR, AED, First Aid, or other specialized emergency response certifications.
  • A valid driver’s license; Must meet insurance eligibility requirements of the Library’s insurance carrier under the Library’s Motor Vehicle Use Policy.
  • May be required to drive library-owned or non-library-owned (personal vehicle) regularly on behalf of library business.
  • Demonstrate strong organizational skills and the ability to work independently with sound, objective judgment.
  • Ensure work is performed in a neat, accurate, and timely manner.
  • Maintain excellent verbal and written communication skills.
  • Regular use of Microsoft Office 365, project and safety management systems, communication tools, training platforms, and diagnostic/safety equipment; will also interface with security technologies such as video surveillance system, access control, and alarms.
  • Ability to work with individuals from diverse socioeconomic and culturally diverse backgrounds.
