Company Description The E-Resources Management Office provides the Nazarbayev University community with electronic resources to support academic and research activities. Job Description The Electronic Resources Management Manager is responsible for ensuring uninterrupted access to the Library’s electronic resources collection, liaising with publishers and vendors regarding electronic resource subscription terms, and conducting analyses of the effectiveness and usage of the Library’s electronic resources collection. Key areas of responsibility: 1) Participates in the evaluation and processing of requests for the purchase, renewal, and cancellation of electronic resource subscriptions; 2) Oversees the activation, configuration, and maintenance of access to electronic resources across multiple platforms and library systems (such as Alma), including the use of resource discovery tools and remote access system/protocol configurations; 3) Monitors and resolves access issues related to electronic resources to ensure uninterrupted and seamless use of the Library’s electronic resources collection by users; 4) Coordinates with the University’s IT units to resolve technical issues and optimize the performance of existing Library information systems and services. 5) Collects, validates, and analyzes usage statistics of the Library’s electronic resources and calculates cost-effectiveness and return-on-investment indicators; 6) Prepares reports and recommendations regarding the renewal, cancellation, or acquisition of electronic resource subscriptions; 7) Conducts overlap analyses of content across current electronic resource subscriptions, as well as for requests to acquire or subscribe to new electronic resources, in order to eliminate duplicate subscriptions and optimize expenditures. 8) Maintains professional working relationships with publishers, vendors, suppliers, and contractor organizations; 9) Organizes and coordinates trial access, product demonstrations, and training webinars for faculty members, researchers, and students; 10) Timely informs library staff and academic units about updates to electronic resources, changes in subscription terms, or access-related matters; 11) Provides methodological and advisory support to users and other stakeholders regarding the Unit’s workflows and procedures. 12) Prepares official memoranda, justifications, and reports for management and other stakeholders within the scope of responsibility; 13) Participates in the preparation of annual, medium-term, and long-term budget forecasts related to the acquisition and use of electronic resources. Qualifications Higher professional education in librarianship (or an equivalent); Possession of professional certifications in librarianship, education, business or information technologies. Minimum of 2 years of successful work in an academic or research library in fields corresponding to the functional areas of this position. Additional Information Fluent in English, Kazakh, and Russian for effective communication and business correspondence with colleagues, students, faculty, researchers, and staff.
