KEY QUALIFICATIONS:

• University degree in computer science or related discipline, with an extensive experience working in a similar capacity in a complex environment (or an equivalent combination of education and relevant management experience). Valid Project Management Professional certification (PMP) and Management of Portfolios certifications or equivalent will be an asset.
• Extensive experience in building partnerships and collaboration in exploring potential business alignment. Ability to develop and establish effective relationships and high level of trust and respect of senior executives, functional leadership, team members and clients.
• Considerable consulting experience in providing guidance on programs, projects, business case development and strategic initiatives to ensure alignment with the organization strategic directions and achieving the proposed return on investment (ROI) objectives and business value.
• Extensive experience in leading and motivating collaborative customer-focused teams, while ensuring the inclusive equitable work environment and promoting diversity.
• Extensive experience in project portfolio management and IT strategic planning, providing advice to senior management on portfolio benefits, performance and risks. Knowledge of strategic planning, benefits management, portfolio and performance measurement, risk management, change management, communication and governance is required.
• Extensive experience preparing comprehensive portfolio reports and analyzing/interpreting and summarizing information including financial management and analysis. Experience with financial reporting analysis and tools.
• Ability to deliver complex financial and business concepts and information in simplified presentation and messages that meet diverse needs of various audience.

• Develops and implements detailed plans and recommends policies regarding program specific requirements.
• Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
• Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
• Provides leadership, planning and oversight over a large projects to transform, run and grow the business. Expedites the implementation of business technology priorities and ensures that project plans are monitored and in place, and properly sequenced to achieve goals. Manages dependencies, resources, time and budgets, and ensures that project directions remain consistent with the business and enterprise strategies and objectives for technology-enabled initiatives.
• Leads and manages the business technology portfolio investments, delivery and communication strategies to ensure business benefits and strategic actions are realized through the business technology project investments through various stages and gates of the project, at all levels of the organization.
• Provides expertise and advice to the senior executives across the organization, Division Heads, the Chief Technology Officer (CTO) and the Technology Services Division (TSD) Senior Management Team (SMT) on a broad range of project issues, decision points and emerging/contentious issues. Develops and fosters strong partnerships within TSD and across divisions in support of results-based outcomes.
• Oversees the development and maintenance of the Audit Portfolio Plan and supports governance decision-making and reporting requirements. Drives the project management governance process and influences the broader organization to adopt a project management and risk management mindset. Manages discussions and negotiates support to gain approval of key priorities, initiatives and proposals by senior executives and business stakeholders and is accountable for creating and promoting a multi-disciplinary team environment and client centric culture which encourages working cooperatively and collaboratively as a team and across divisions and stakeholders to achieve common organizational objectives and goals.
• Provides direction on the development and management of a multi-phased and multi-year integrated implementation plan for the portfolio of enhancement of innovative business processes, systems and structures to improve service delivery and customer/client service in order to meet the growing demands of the City of Toronto stakeholders.
• Leads the development and management of the Project Cost Benefits Management Framework to ensure that portfolio activities contribute to the investment value of the organization and that business technology projects deliver cost benefits from the investment. Ensures the Framework includes the production of a periodic portfolio-level benefits realization plan, achievements and benefits map to identify contribution to strategies and the overall value of the Business Technology Portfolio Investments.
• Provides expertise in achieving business benefits and strategic actions through business technology investments and provides advice to the senior executives on identifying and measuring quantifiable financial and non-financial business benefits from business technology projects and programs.
• Manages and oversees the development of portfolio performance dashboards with flexible zoom-in for executive level decision-making and issue resolution by governing bodies. Ensures performance reports include program and project progress, benefits plan and realization, risks, issues, resource utilization and constraints, and analysis of trends and impacts on the portfolio delivery plan.
• Oversees the evolution of the capacity management framework to effectively manage and plan TSD resource capacity and demand for the Business Technology Portfolio, and to optimize resource allocation and skill utilization across projects and programs to improve the Portfolio Integrated Plan delivery and achieve the strategic goals.
• Collaborates closely with Corporate Financial Planning and TSD Finance & Contract Management to review and evaluate Business Technology Capital Project requests based on continued validity of need, technology innovation, resource capacity and strategic objectives as approved by governing bodies for inclusion in the Business Technology Portfolio Integrated Plan and the Capital Budget submissions.
• Prepares briefing notes and reports to senior management on related portfolio governance issues, attending meetings to answer questions or provide clarification as required.
• Prepares RFPs, RFQs and other procurement documents for the acquisition of project or resource management tools, appliances and professional services. Negotiates RFP, RFQ and other procurement related vendor contracts in conjunction with contract management staff.
• Recommends and ensures alignment of activities with governing frameworks, standards and methodologies that support business requirements and enterprise-scale efficiencies including, but not limited to those regarding: purchasing, security, privacy, enterprise architecture, application solution architecture, information architecture, project management, database naming, RUP, application management lifecycle, quality assurance, change management, release management and service level management, and respecting management control, audit and legislative requirements.
• Researches and recommends new business opportunities, emerging technologies, methodologies and strategies ensuring that services are connected to outcomes and aligned to organizational strategy.
• Monitors portfolio project performance to ensure that projects are delivered on time, on budget and meets the stated objectives. Ensures that project tracking and other artifacts are kept up to date. Works with functional leaders to ensure optimal resource allocation and project prioritization according to the Strategic Business Plan.
• Promotes and provides leadership for audit management and results-based accountability measurement and reporting to ensure monitoring and continuous improvement of services delivered.
• Conducts post-mortem analysis of closed projects. Shares best practices and leverages lessons learned to improve processes, tools, and delivery standards to better serve clients.
• Supports and provides guidance to project teams, and establishes training, promotion and awareness programs on standards, policies, best practices and procedures for Project Directors and their teams.
• Plans, defines, communicates, and implements measurements to monitor continuous improvement and adherence to the project governance framework, and identifies methods of defining and correcting non- conformance. Leads the process to review and analyze errors and trends of quality deficiency for continuous improvement.
• Educates, provides consultative advice and coordinates within TSD areas the development of project governance practices in line with the overall project framework to ensure that appropriate risk considerations have been incorporated into the plans and the appropriate levels and types of governance are completed before solutions go into production.
• Establishes and manages through the Central Intake Process a system for categorization, prioritization, tracking, reporting and authorization of demands such as capital/ operational project, change requests, and SOGR and Life Cycle Management requests.
• Manages and chairs the Intake Triage Group as the intake vehicle for all TSD work requests and its associated processes, procedures and activities.
