Description
Manages a department which provides technical solutions, advice and unit optimization services to other departments, including Operations, Maintenance, Health, Safety and Environmental, as well as Planning & Economics. Provides expert technical assistance and leadership to the Refinery in all aspects of Process Engineering. Responsible for the Process Engineering department championing process improvement initiatives from conception to execution, as well as providing Process Engineering expertise for process modifications. Directs the short and long term activities of department members, prioritise incoming requests from dependent departments and provides timely response based on operating impact value and risk. Evaluates the performance of department members and corrects performance deficiencies with appropriate and timely feedback, utilizing Valero Values where appropriate. Provides guidance to and trains Process Engineers, and develops and prepares them for future roles at the Refinery and Valero. Develops and maintains competency in appropriate process engineering skill-sets. Ensure compliance with Process Engineering Department reporting requirements, with a strong grasp of KPIs and performance metric management. Assists with preparing the Capital Budget development with Project Engineering Manager and the Technical Services Director. Prepares the expense budget for the Process Engineering Department, as well as provide input to Complex Line Team budgets in areas of relevance, for example fixed bed media replacements. Approves invoices, expense reports for the Department, maintaining tracking versus annual budget. Communicates with Valero Subject Matter Experts (SMEs) and other Valero refineries, to develop technology Best Practices, and to implement Best Practices at the Refinery within Process Engineering. Build and maintain working relationships with 3rd party Technology Lincesors and Chemical vendors. Assists the Health, Safety and Environmental Department in permit applications, Process Hazard analyses (PHA) or other Regulator intervention activities. Leads or supports their Department member involvement in detailed and timely incident investigations. Attends routine operations and planning meetings, providing Process Engineering input to safe, stable and reliable short and long term process unit operation. Ensures the Process Engineering Department provides clear guidance and direction on influencing process unit operating strategies. Responsible for the management of the Process Engineering undergraduate education programme. Responsible for the Process Engineering department development of work scope for routine and turnaround maintenance events as the Discipline Lead. Performs other duties as assigned, including participation in the Refinery Risk Management Committee (RMC) to provide expert evaluation of elevated risk scenarios. Complete field inspection of process equipment, including working at heights and Confined Space Entry (CSE) for process equipment inspection when appropriate. Support infrequent periods of extended working hours during planned maintenance events (turnarounds), including the potential to work night-shifts on a planned basis. Performs other duties as assigned. Must be on call as needed, and able to provide out of hours support to Refining operations at short notice. Must be able to travel to Valero Headquarters in San Antonio, Texas on an infrequent basis for training and networking. This is a full-time site based role based in Pembroke, South West Wales. 10 years of directly related experience in the petroleum or chemical industry. Minimum of Bachelors degree in Chemical Engineering required. Chartered membership with a relevant institution required. Previous Experience supervising a team would be advantageous. Either existing knowledge of Refining process technologies or the ability to develop a high level of competency in Pembroke Refinery specific process technologies. A strong leadership capability with a proactive, results-driven mindset. Able to utilise relevant Valero or Industry design engineering or best practices standards. Knowledge and experience of hazard and risk evaluation processes such as PHA and Management of Change (MOC). Able to read and interpret company policies, regulatory guidelines, and other work-related documentation, as well as ensure compliance within the Process Engineering Department. Skilled in providing thorough, efficient, and effective engineering service and communication to individuals at all levels within the organization, including Refinery Leadership Team (RLT) Able to accomplish work assignments within required timelines, including short, long, and emergency timeframes, balancing multiple priorities when required. Ability to understand and balance economic, safety and environmental performance drivers for the Refinery.
