Description Information Systems Solutions (ISS) is seeking a highly experienced Program Manager to lead execution of an enterprise IT services contract supporting NIWC PAC. The program delivers a broad range of services including infrastructure operations, classified network administration, helpdesk and end-user support, cybersecurity operations, and Assessment & Authorization (A&A) support. The Program Manager will serve as the primary interface with the Government, providing technical, operational, and financial oversight to ensure successful contract execution. This role is responsible for program performance, compliance, staffing, cybersecurity posture, and service delivery excellence across multi-disciplinary IT teams. 100% onsite Key Responsibilities: Program Leadership & Execution · Serve as the primary Government point of contact for all contract execution matters. · Lead end-to-end program delivery across infrastructure, classified environments, helpdesk, cybersecurity, and A&A support services. · Ensure compliance with DoD, DON, and NIWC policies, cybersecurity directives, and RMF requirements. · Oversee performance against SLAs, KPIs, and mission objectives. · Implement continuous service improvement processes and operational maturity initiatives. Technical & Operational Oversight · Manage enterprise IT infrastructure operations (servers, storage, virtualization, network devices). · Oversee support for classified network environments in accordance with applicable security controls. · Ensure proper execution of cybersecurity operations, vulnerability management, STIG compliance, and POA&M tracking. · Provide executive-level oversight of RMF/A&A lifecycle activities. · Coordinate incident response, outage management, and risk mitigation efforts. Financial & Contract Management · Manage contract cost, schedule, and performance in accordance with contract requirements. · Oversee staffing levels, labor allocations, and financial forecasting. · Track funding burn rates and ensure adherence to contract ceilings. · Identify and mitigate programmatic risks. · Support contract modifications and option year execution. People & Organizational Leadership · Lead and mentor cross-functional teams including system administrators, network engineers, cybersecurity analysts, helpdesk personnel, and A&A specialists. · Oversee performance management, staffing decisions, workforce development, and succession planning. · Promote a culture of accountability, technical excellence, and mission alignment. · Ensure workforce certification compliance (DoD 8570/8140). Strategic Growth & Customer Engagement · Identify opportunities for technical enhancement and service expansion. · Support capture activities and proposal development for follow-on and adjacent opportunities. · Strengthen customer relationships through consistent engagement and performance delivery. Requirements Clearance Level Secret Certifications Project Management Professional (PMP) Required Qualifications: · Bachelor’s degree in a related field. · 15+ years of relevant experience. · Experience managing staff and leading cross-functional teams.
