As part of a transformative, government-funded broadband expansion initiative, we are looking for a finance professional to ensure the financial integrity, compliance, and performance of this large-scale construction project.

POSITION SUMMARY

The Manager, Project Construction Finance is responsible for overseeing financial planning, cost management, and compliance activities for RFNOW’s major multi-year fiber network build. Reporting to the Director of Financial Planning & Analysis (FP&A) and working closely with the Director of Regulatory and Compliance, this role ensures capital projects stay on budget, comply with government funding requirements, and meet reporting expectations.

REQUIRED QUALIFICATIONS

  • CPA designation with a minimum of 3 years of experience in project finance, construction finance, or capital budgeting
  • Experience in telecom, utilities, or infrastructure industries
  • Strong understanding of capital project accounting and government-funded infrastructure compliance
  • Proficient in Excel, ERP systems, and financial reporting tools such as Power BI
  • Excellent analytical skills, attention to detail, and ability to meet tight deadlines

PREFERRED QUALIFICATIONS

  • Experience working on federally funded projects or with public funding programs
  • Familiarity with construction cost codes, asset tracking, and capital reporting
  • Experience using NetSuite is considered an asset
  • Knowledge of financial compliance in public-sector or telecom infrastructure environments
Responsibilities

Project Cost Management & Budgeting

  • Monitor and manage construction project budgets and cost forecasts
  • Track actual expenditures against approved budgets and identify variances
  • Provide actionable insights and regular updates to internal stakeholders
  • Collaborate with construction and procurement teams to ensure accurate capital cost coding
  • Prepare cost performance reports and budget summaries for executive leadership

Financial Planning & Reporting

  • Assist in the development of long-term capital plans, forecasts, and scenario models
  • Prepare monthly and quarterly finance reports, including variance analysis and risk assessments
  • Build datasets and financial reporting packages for government program requirements
  • Contribute to board and executive-level financial presentations

Government & Contract Compliance

  • Partner with the Regulatory and Compliance team to meet reporting obligations under federal funding programs (e.g., Universal Broadband Fund, ISED)
  • Track compliance with grant disbursement timelines and prepare for audits
  • Support internal audit processes, external reviews, and lender due diligence activities

Capital Tracking & Cash Flow Management

  • Maintain accurate capital tracking records for all fiber-related construction activity
  • Monitor cash flow needs related to project buildout and assist with funding drawdown tracking
  • Ensure alignment of construction capital expenditures with accounting standards and internal controls
