EXPERIENCE

  • 7+ years of progressively responsible engineering experience, including at least 2 years in a supervisory or management capacity. required.

  • Demonstrated expertise in design engineering for public utilities or infrastructure, with a strong understanding of industry standards and regulatory compliance. preferred.

  • Proficient in the use of engineering and project management tools, with the ability to interpret and apply technical data effectively.
  • Must be proficient in reading, writing and speaking English.

LICENSE REQUIREMENTS

A valid driver’s license is required for this position (verified upon hire). A valid Washington State driver’s license is required within 30 days of employment.

Responsibilities

RESPONSIBILITIES

  • Team Management and Leadership: Leads, mentors, and develops a multidisciplinary team of Civil and Mechanical Engineers, overseeing recruitment, performance management, and professional growth. Fosters a collaborative, high-performing culture that supports innovation, knowledge sharing, and continuous improvement. Implements mentorship programs to advance technical capabilities across all career stages.
  • Design Oversight and Technical Direction: Provides strategic direction and oversight for engineering design across District projects, ensuring alignment with technical standards, regulatory requirements, and safety protocols. Approves design deliverables, monitors progress and drives timely resolution of design issues. Coordinates with operating units to validate designs meet operational needs and long-term reliability goals.
  • Resource and Budget Management in a Matrixed Environment: Manages engineering resource planning within a matrixed delivery model, aligning internal capacity and external consulting support with dynamic project needs. Tracks workload distribution, adjusts assignments, and ensures cost-effective use of resources. Collaborates with Project Managers and procurement teams to maintain alignment between design efforts and project budgets, while reporting on performance to senior leadership.
  • Process Improvement and Standards Governance: Leads the development and implementation of engineering standards, procedures, and quality assurance practices in partnership with cross-functional teams. Ensures compliance with industry codes and regulatory frameworks, while championing continuous improvement initiatives to enhance efficiency, reduce risk, and promote technical excellence.
  • Stakeholder and External Engagement: Serves as the primary engineering liaison for internal departments, external consultants, regulatory agencies, and community stakeholders. Provides technical leadership in negotiations, public discussions, and problem-solving efforts related to infrastructure design, supporting transparent and collaborative project delivery.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
