Discovery House Family Violence Prevention Society provides a continuum of care and integrated wrap-around services to women and their children fleeing domestic violence. We facilitate transitional housing and offer longer-term, safe places for women and children to call home while they begin to rebuild their lives. Discovery House is about hope and healing using trauma-informed care practices.

Responsibilities

The Manager, Research and Evaluation provides strategic leadership and operational oversight for the agency’s research, data, and evaluation initiatives. This position is responsible for ensuring the effective delivery of high-quality, trauma-informed services to families experiencing domestic violence and that the agency stays abreast of emerging best and promising practices. The Manager works collaboratively with staff, community partners, and stakeholders to develop and implement innovative approaches to domestic violence support and research and program development.
Key responsibilities include supporting program operations, overseeing the Data and Evaluation Specialist, working with and leading other program leads on research, data, and evaluation initiatives, managing budgets, ensuring compliance with funding requirements and accreditation standards, and fostering a positive team environment. The Manager plays a crucial role in program evaluation, quality improvement, and the implementation of best and promising practices in domestic violence services. This position requires a strong understanding of trauma-informed care, housing first principles, and intersectional approaches to service delivery.
The Manager, Research and Evaluation contributes to the agency’s strategic planning efforts, identifies opportunities for program growth and innovation, and ensures that services are culturally appropriate and responsive to the diverse needs of clients, with a particular focus on Indigenous populations. This position participates in an on-call rotation and may work occasional evening/weekend hours.

Program Management and Development

  • Develop and implement program policies, procedures, and best practices in collaboration with the Director of Programs and program leads
  • Lead research, program evaluation, and quality improvement initiatives, using data-driven approaches to enhance program effectiveness
  • Identify opportunities for program expansion and innovation, with a focus on addressing the needs of diverse populations, including Indigenous clients
  • Collaborate with the Director of Programs and program leads on strategic planning and budget management for the Programs Team

Stakeholder Engagement and Partnerships

  • Develop and maintain strong relationships with community partners, funders, and other stakeholders
  • Represent the agency at community events, meetings, and collaborative initiatives related to housing and domestic violence
  • Work closely with the Director of Programs and Community Engagement Team to identify and pursue funding opportunities, including grant writing and reporting
  • Develop and implement feedback avenues for families to provide guidance on how the programs can better meet their needs, as part of the stakeholder engagement strategy

Compliance and Quality Assurance

  • Ensure compliance with agency policies, accreditation standards, and funder requirements
  • Oversee the implementation of trauma-informed and culturally appropriate practices across Programs
  • Monitor program outcomes and key performance indicators, providing regular reports to the Senior Leadership Team

Innovation and Continuous Improvement

  • Stay informed about best practices and emerging trends in housing programs and domestic violence services
  • Lead the implementation of evidence-based and best and promising practices and innovative approaches within the Agency’s Programs
  • Facilitate knowledge sharing and cross-program collaboration within the agency
  • Develop, revise, and implement evaluation frameworks, including logic models, theories of change, and other evaluation components
  • Identify and evaluate opportunities to advance and strengthen programmatic functions
  • Align programs to long-term goals through data-driven decision-making and drive innovation in service delivery
  • Facilitate a culture of evaluation and data-driven decision making

Team Leadership and Supervision

  • Provide direct supervision, mentorship, and support to the Data and Evaluation Specialist
  • Lead the Programs team in research, data and evaluation initiatives
  • Foster a positive, trauma-informed, and client-centered work environment
  • Ensure effective team performance through ongoing training, professional development, and performance management
  • Collaborate with Human Resources on recruitment, onboarding, and retention strategies for program staff
  • Other duties as assigned
