[What the role is] Levy and Incentives Management Division (LIMD) is part of SSG’s Incentives Management and Enforcement Group (IMEG) which contributes to pan-organisational efforts of building an effective, responsive and inclusive CET eco-system through effective grant management, Skills Development Levy (SDL) collection, and enforcement against fraud and abuse. LIMD drives effective SDL collection and grant management to contribute towards the development of a responsive and high-quality CET ecosystem. Under the SDL Act, all employers are required to pay a monthly SDL for all their employees rendering services in Singapore. All SDL collected are channelled to the Skills Development Fund (SDF) to support workforce upgrading programmes and training grants to employers to defray their costs when they train their employees under the national CET eco-system. [What you will be working on] Reporting to the team lead, the successful candidate will be responsible for the following responsibilities: Responsibilities and Competencies: Policy Development and Management Develop and improve policies, processes, and systems to achieve efficient collection of levy and effective enforcement of the SDL Act Data Management and Analytics Leverage data and trends to monitor, review, and fine-tune enforcement strategies as well as drive process improvement. Risk Assessment and Management Perform in-depth analysis and reconciliation to identify high-risk employers and ensure timely and accurate collection of SDL payments. Stakeholder Engagement Collaborate with key Government agencies to facilitate the exchange of data/intelligence for effective management and enforcement of the SDL collections. Communications and Engagement Design and execute engagement and communication strategies to invoke call-to-action from employers, heighten awareness of their SDL obligations, and facilitate employers’ response to outstanding SDL payments Reporting Manage the delivery and performance of service providers/appointees assigned to process collections and conduct compliance audits to maintain high service standard. Prepare and present reports to provide internal and external stakeholders with timely updates and information on the team’s progress and achievements. [What we are looking for] Proficient in executing job duties with required competencies. Manager: Up to 5 years of relevant work experience in enforcement /audit /financial operations Skilled in using technology and data analysis to inform decision-making. Ability to build collaborative relationships with divisions and stakeholders. Adaptable to disruptions and new challenges. Strong policy acumen with excellent writing, communication, project management, and presentation skills. Good analytical skills, particularly with Microsoft Excel (such as formula functions, pivot tables) Interest in staying updated on trends to improve policies and processes. Driven, meticulous, capable of multi-tasking, and working independently. Knowledge of financial, accounting principles, and risk management is advantageous. Note: This is an individual contributor role. Successful candidate will be offered a 1-year contract with potential for a 1-year extension and consideration for permanent tenure thereafter.
