MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW:

The Office of Governance (OG) at the Texas Education Agency (TEA) proactively supports school systems, keeps students safe, and upholds Texas education law with integrity, objectivity, and excellence. Through two core workstreams—Field Support and Compliance & Investigations—we partner with local education agencies (LEAs) to promote best practices. By working collaboratively across the agency and engaging directly in the field, we help ensure every Texas public school student has access to a safe and high-quality education.
The Self-Reported Data Unit (SRDU) within the Compliance and Investigations Department ensures the accuracy, completeness, and quality of data submitted by LEAs to TEA. These data are essential to understanding school performance, identifying areas for improvement, and ensuring compliance with state and federal laws. SRDU achieves this through data monitoring and analysis, conducting compliance reviews and investigations, and working closely with both internal and external stakeholders.
The Manager leads a team of four analysts who conduct highly complex compliance analysis work related to self-reported data concerns. This position provides strategic direction, oversees daily operations, and ensures that the team’s work supports TEA’s broader mission. The manager reviews and guides the team’s work, ensuring that findings are accurate, actionable, and aligned with applicable laws, rules, regulations, and agency guidance. The manager also collaborates closely with data analysts and program areas across TEA to identify data anomalies, share insights, and help shape guidance that supports continuous improvement in Texas public schools.
This position offers a unique opportunity to lead meaningful work that directly impacts the quality of education for millions of Texas students. The Compliance Analysis Manager works under limited supervision, with moderate latitude for initiative and independent judgment, and reports directly to the SRDU Director.

MINIMUM QUALIFICATIONS:

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least five [5] years of experience in managing staff or projects in the areas of compliance analysis or monitoring, educational policy, educational research, legal analysis, investigations and/or auditing work.
  • Substitutions: Education and experience may substitute for one another on a year-for-year basis.

  • Solid understanding of the research process, including experience with problem identification, literature synthesis, project planning and design, data and statistical analysis, and interpretation of results.
  • Strong writing and presentation skills, with a talent for clearly communicating complex information to both technical and non-technical audiences.
  • Experience reviewing and editing others’ work, conducting quality control checks, and providing constructive feedback to ensure high-quality deliverables.
  • Knowledge of and ability to interpret and explain rules, regulations, policies, and procedures concerning agency programs and procedures, including Public Education Information Management System (PEIMS), Texas Education Data Standards (TEDS), Texas Administrative Code (TAC), and Texas Education Code (TEC).
  • Experience in complaint resolution, conflict resolution, and/or compliance monitoring processes.
  • Proactive in seeking efficiency, staying organized, and prioritizing tasks to meet goals.

Responsibilities

ESSENTIAL FUNCTIONS:

1. Team Management and Development: supervises SRDU compliance analysts by providing guidance and support, setting and managing performance expectations, and fostering a culture of continuous learning and professional growth
2. Case Planning and Execution: establishes goals, priorities, and timelines for unit compliance reviews, projects, and initiatives to ensure efficient workflow and timely completion of deliverables; delegates and oversees project-related activities of compliance analysts, and identifies opportunities for process improvement
3. Internal Collaboration: works closely with SRDU data analysts, TEA program areas, other investigative units, and legal counsel to understand the context and implications of data concerns; collaborates to determine appropriate actions and ensure alignment with applicable laws, rules, and agency policies
4. Quality Control Review: conducts thorough reviews of written and oral reports, correspondence, internal memorandums, and other documentation produced by compliance analysts, ensuring accuracy, clarity, and compliance with Family Educational Rights and Privacy Act (FERPA) and other applicable laws and rules
5. Agency Guidance and Customer Service: supports the SRDU Director in working with TEA program areas to ensure LEAs have access to the information and tools needed to improve local practices and report data accurately; oversees or performs activities related to providing timely, clear, and helpful communications, guidance, and support to internal and external stakeholders
