Description
[What the role is] The global Unmanned Systems sector has made quantum leaps and is expected to continue growing rapidly. This growth is encouraged by the interest in developing emerging technologies (such as Unmanned Aircraft System (UAS) and electric-Vertical Take-Off and Landing (e-VTOL) aircraft) and innovative use-cases for both commercial and recreational use, arising from the benefits that Unmanned Systems bring across multiple industries. To capture the potential and opportunities of the Unmanned Systems sector for Singapore, the Unmanned Systems Technology, Engineering and Planning (UTEP) Division develops strategies to assess, identify, and forge partnerships with the industry, other civil aviation authorities and research entities, to grow new business areas, initiate greenfield research and develop capabilities. The division also focuses on systems engineering, technology capabilities and strategic planning for the Unmanned Systems Group, in addition to integration, implementation and operational oversight of the maintenance of sensor and command and control (C2) systems. As a member of the Technology and Strategic Planning section of the UTEP Division, you will drive the development and incubation/initiation/implementation of strategic plans, partnerships and engagement in the Unmanned Systems Group. You will support management in the planning and coordinating of strategic positions and policies in preparation for engagement with domestic and international stakeholders. You will also drive cross-functional development across the Group, manage existing and new partnerships (e.g. through MOUs), and leverage on CAAS’ position as a reputable regulator to drive the development of the UAS sector in Singapore. You can expect to develop a comprehensive appreciation of the Group’s strategic priorities and play a critical role in guiding the day-to-day rhythm of the Group. If this role excites you, read on for details of the job responsibilities and requirements. We look forward to your application. [What you will be working on] Monitor and assess key emerging trends and developments in technologies and systems in the unmanned systems sector globally, and sense-make the implications for CAAS and Singapore. Formulate plans, strategies and roadmaps to accelerate UAS adoption across key sectors in Singapore. This includes partnering government agencies, stakeholders, and international counterparts, to drive implementation, unlock new use cases, and foster a supportive ecosystem for integration into Singapore. Coordinate the Group’s strategic position through preparing briefs, workplan, coordinating MOUs, engagement with key stakeholders and presentations at key forums and conferences. Work closely with internal and external stakeholders to drive the Group’s strategic interests. This includes Singapore government agencies, industry, institutes of higher learning, foreign civil aviation authorities and government agencies, and research entities. Opportunities for overseas travel to engage international partners, drive thought leadership and maintain mindshare and cross-learning of best practices. [What we are looking for] Passion for aviation and technology, in particular shaping the future and development of advanced air mobility in Singapore. Strong analytical and problem-solving skills. Excellent interpersonal, verbal and written communication skills. Experience in business development / corporate planning / policy and planning roles is a plus. Experience in account management, stakeholder engagement and event planning (such as international conferences/symposiums and local community outreach) are a plus. Experience in the public sector is a plus. Experience in cross-functional and senior stakeholder engagement is a plus. A positive can-do attitude amidst a fast-paced and dynamic work environment. Tenacious, self-motivated, and good team player with ability to build consensus. Good ethics and professional conduct, with strong sense of care, responsibility and teamwork. Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal. http://jobs.careers.gov.sg The Singapore Public Service plays a key role in the economic growth, progress and stability of Singapore by formulating and implementing government policies, as well as providing key public services.
