[What the role is] To provide effective safety oversight on the service providers for aeronautical meteorological service and Communications, Navigation Surveillance (CNS) and Air Traffic Management systems (ATM), contributing towards AAR Division’s objective to provide safety oversight of the provision of air navigation services in Singapore and indirectly to the growth of Singapore as an air hub. [What you will be working on] To develop and maintain the national legislation and safety regulations for aeronautical meteorological services and the provision of CNS in accordance with ICAO SARPs, international best practices and emerging industry developments. To ensure compliance with national legislation and safety standards by the aeronautical meteorological service provider and the provision of CNS through comprehensive regulatory safety oversight programmes including the conduct of safety audits, inspections and investigation. To develop and publish safety directives, guidance materials and circulars for CNS providers as appropriate. To engage the aeronautical meteorological service provider to promote safety of aeronautical meteorological service provision through safety programmes. To establish and implement safety workplan to meet key milestones in preparation for the ICAO USOAP and safety surveillance of the aeronautical meteorological service provider and CNS providers. To monitor and review the safety performance of the aeronautical meteorology service provider and CNS providers. To review relevant ICAO State Letters, and inform / seek inputs from aeronautical meteorology service provider and CNS providers and follow up where appropriate [What we are looking for] Experience as an approved ICAO auditor or aviation inspector. Knowledge of international best practices in the provision of aeronautical meteorological services and CNS. Conversant with relevant Manual of Standards (MOS), ICAO Annexes and related ICAO Documents such as Procedures for Air Navigation Services (PANS) and guidance materials. Familiar with functions and activities of ICAO, especially in the conduct of ICAO audits.
