JOB SUMMARY:

The Program Manager will oversee the day-to-day operations of the HART (Homeless Addictions and Recovery Treatment) Hub, ensuring the delivery of high-quality, client-centered services for individuals experiencing homelessness, substance use challenges, and mental health needs. The Program Manager will be responsible for program coordination, staff supervision, and ensuring services align with trauma-informed, culturally responsive, and harm reduction principles. This role involves managing partnerships, supporting data collection and reporting, and ensuring operational policies and procedures are followed, including compliance with funder requirements and organizational and legal obligations.
The Program Manager will work closely with leadership, partners, and clients to foster a collaborative, inclusive environment and support continuous improvement efforts.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in social work, public health, health administration, or a related field (Master’s degree preferred).
  • Minimum 5 years of experience in managing or coordinating programs in community health, mental health, addictions, or social services.
  • Demonstrated experience supervising multidisciplinary teams in a high-pressure environment.

KNOWLEDGE AND SKILLS:

  • In-depth understanding of trauma-informed care, harm reduction, and culturally responsive service delivery.
  • Familiarity with equity, anti-racism, and anti-oppression frameworks.
  • Excellent communication and conflict resolution skills, with the ability to engage effectively with clients, staff, and partners.
  • Familiarity with a range of harm reduction services, including outreach, health promotion, drop-in, case management, addiction medicine, supervised consumption, and clinic-based services.

ADDITIONAL REQUIREMENTS:

  • Flexibility to work some evenings or weekends, as needed.
  • Familiarity with Ottawa’s community health and social service landscape is an asset.
  • Bilingualism (English/French) or proficiency in other languages relevant to the client population is an asset.
