JOB DESCRIPTION

We are seeking a strategic and collaborative Manager, Talent & Learning Technology to lead the optimization of learning systems and processes within the HR Technology function. This role will serve as a critical bridge between HR Technology and Talent Management, ensuring that learning technologies effectively support enterprise-wide talent development strategies. Collaborate with the Technical Excellence team to ensure alignment across AECOM’s TechEx strategy and our talent and learning platform portfolio. The ideal candidate will bring a strong background in learning systems, process design, and cross-functional collaboration, with the ability to influence technology strategy and drive innovation.
This position offers flexibility for remote work schedules and can be based from a variety of locations in the US.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Information Systems, Learning & Development, HR, or related field (Master’s preferred) plus at least 8 years of experience in learning technology, HRIS, or L&D operations or demonstrated equivalency of experience and/or education.
  • Proven ability to influence technology strategy and partner across functions.
  • Experience with enterprise platforms (e.g., Workday, Degreed, LearnUpon, ServiceNow).
  • Excellent communication, project management, and stakeholder engagement skills.

PREFERRED QUALIFICATIONS:

  • Experience working within an HR Technology or HRIS function.
  • Familiarity with agile methodologies and enterprise architecture principles.
  • Certifications in project management (PMP, Agile) or learning technologies (CPTD, APTD) are a plus.
  • Knowledge of AI-powered learning platforms, immersive learning tools (AR/VR), and skills-based learning ecosystems.
Responsibilities
  • Technology Strategy & Enablement: Partner with Talent Management to translate content and learning strategy into scalable, tech-enabled solutions. Oversee talent & learning technology’s integration into key areas of talent including skill strategy, career development, and talent marketplace. Stay current on emerging technologies—including AI-powered personalization and digital learning assistants, immersive learning, and skills-based platforms— to inform the roadmap for talent & learning technologies in alignment with enterprise HR tech architecture.
  • System Ownership & Optimization: Manage the configuration, administration, and continuous improvement of talent & learning platforms (e.g., LMS, LXP, content libraries), ensuring seamless user experiences and operational efficiency. Champion user-centered design principles to ensure intuitive, engaging, and personalized learning experiences across platforms.
  • Process Design & Governance: Provide governance of standardized processes for talent & learning technology, including content deployment, user provisioning, compliance tracking, and reporting. Ensure alignment with enterprise architecture and data privacy standards.
  • Cross-Functional Collaboration: Act as the primary liaison between HR Technology and Talent Management, ensuring alignment on priorities, timelines, and system capabilities. Collaborate with business leaders, Technical Excellence, and Talent & Learning teams to ensure platforms support continuous upskilling in emerging technologies and engineering advancements.
  • Data & Insights: Coordinate with the Reporting & Analytics team on dashboards and analytics to measure talent & learning engagement, effectiveness, and business impact. Use data-driven insights to inform decisions, optimize learning journeys, and demonstrate ROI of learning initiatives.
  • Vendor & Stakeholder Management: Collaborate with external vendors and internal IT teams to manage integrations, troubleshoot issues, and evaluate new tools and technologies. Monitor the external learning tech marketplace to identify innovative solutions that can enhance the employee experience and support strategic learning goals.
