Reporting to the General Supervisor, Traffic Control and Parking, the Manager of Traffic Field Operations is responsible for the operation and management of the Traffic Field Operations area. This position directly supervises Team Leaders along with other support staff and is responsible for managing a diverse workforce of permanent and seasonal staff.

  • Financial & Technical Oversight: Develops and monitors program budgets, resolves technical challenges related to program and project deliverables, stays updated on new technologies, and collaborates on issue resolution across departments

Qualifications:

  • Bachelor’s Degree or Diploma in Management, Commerce, Science, Planning, Engineering, Civil Engineering Technology or a related discipline. Other equivalencies may be considered.
  • 5 - 10 years experience with Roadway, Traffic Control and Safety, Infrastructure Maintenance, Construction and/or Asset Management
  • 5 years progressively responsible experience in a leadership role within a large, complex, unionized organisatio
Responsibilities
  • Manage a multi-disciplined and diverse workforce consisting of permanent and seasonal, administrative, technical and field staff
  • Establish and maintain scheduled and non-scheduled maintenance programs associated with signs and pavement markings to support a 24/7 operation. As part of this activity, performance measures associated with maintenance programs are developed to ensure activities are completed in a timely manner to minimize the risk of collisions, injuries, fatalities and claims
  • Oversee and manage temporary traffic control services in support of City projects, special events and the on-street construction and maintenance activities of external contractors and developers
  • Lead the design, manufacturing and installation of signs, including regulatory, construction, information, warning, guide, overhead and custom signage.
  • Establish needs and oversee the procurement related to materials and equipment on an annual basis to meet program needs.
  • Oversight of operational yards, including; staff, equipment, materials and other facilities year round
  • Creation and annual maintenance of the Traffic Field Operations asset maintenance plan in alignment with other City departments, external partners and applicable standards
  • Responsible for the development of an annual Program Work Plan and monthly performance reporting, which includes statistical key figures and financial variance, plan versus actual operational explanations
  • Actively participate in the development of the procurement specification(s) and bid evaluations, and oversee the coordination and performance of selected contractors
  • Act as a section liaison with other Departments, Branches and Sections in support of Capital projects, City initiatives and the regular operations of the transportation network
  • Build strong relationships across the Branch, Department and other areas of the City to ensure alignment and support of an integrated business model
  • Champion of Occupational Health and Safety initiatives and programs to reduce and eliminate workplace injuries
