SKILLS AND EXPERIENCE (ESSENTIAL)

  • Visible, inclusive and empowering leadership in a corporate services environment with the ability to set direction and motivate teams to high performance standards.
  • Board or executive committee level leadership experience, demonstrating a capacity to operate at this level and to move between strategic thinking, effective stewardship and technical detail where required.
  • Financial and commercial acumen gained through accountability for budget, and ideally knowledge of government financial management processes.
  • Experience of leading and successfully delivering organisational transformation programmes and major programmes of change, including digital and systems changes, with a track record of achieving significant efficiencies.
  • Proven experience of building, inspiring and leading high-performing and diverse teams drawn from multiple areas of corporate services.
  • First class stakeholder engagement, with a track record of building and developing senior relationships and establishing common purpose across a complex and multi-organisational environment.
  • A track record of driving successful delivery at pace with the flexibility to respond to emerging challenges, take decisions in an ambiguous environment and prioritise the work of the team.

Responsibilities

THE ROLE

In this exciting, high-profile opportunity, we are now seeking to appoint a permanent Managing Director to drive the future vision and success of this unique shared enterprise delivering high quality, customer-focused shared corporate services, leveraging technology to streamline operations and improve service delivery to contribute to a more agile, cost-effective and citizen focused public sector.
The Managing Director will be accountable to the Chief Operating Officers of the Departments using ICS services including through the ICS Oversight Board, which provides overall strategic direction and oversight of the ICS as a shared enterprise between Departments. They will report to the Second Permanent Secretary in DESNZ and be formally accountable for the stewardship of ICS resources, in line with the current institutional model.

KEY RESPONSIBILITIES

  • Provide visible, inspirational leadership, establishing and embedding ICS values and culture.
  • Build a coherent, aligned senior team, promoting cross-organisational collaboration.
  • Set strategic direction, improving processes and end-user experience as ICS scales up.
  • Enhance ICS’s reputation and visibility, building strategic relationships across Government.
  • Lead priority programmes within budget and efficiently, including onboarding new departments/partner organisations
  • Work with the ICS Oversight Board to maintain effective governance and internal assurance controls.
  • Ensure value for money and demonstrate the viability and scalability of the shared function model through efficiency and continuous improvement processes.
  • Manage business planning, budgeting, and supplier relationships to drive efficiency and service excellence.
