Your team
You will join the Market Infrastructure Support Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has around 150 staff, who seek to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure, while embracing innovation and contributing to further European integration.
The Market Infrastructure Support Division provides transversal services supporting the ECB’s TARGET services (TARGET, T2S, TIPS and the ECMS). This includes the testing of new systems and releases, interaction with stakeholders and financial market participants, and tasks relating to the second line of defence for TARGET services (e.g. operational risk management, cyber resilience, information security and compliance).
You will be part of a dynamic team of approximately seven people that is responsible for implementing the second line of defence for TARGET services, working closely with experts from the four national central banks that provide services in relation to TARGET infrastructure (the Banque de France, the Banco de España, the Deutsche Bundesbank and the Banca d’Italia). That team establishes both general and more specific risk management frameworks (e.g. in relation to information security), monitors relevant operational activities in the first line of defence, and reviews operational risk management (including risk mitigation measures). It reports independently to the Market Infrastructure Board, which is responsible for steering TARGET services and ensuring that they function smoothly.

Your role

As a Market Infrastructure Expert, you will:

  • help to maintain and implement the operational risk management framework for TARGET services;
  • contribute to the maintenance and implementation of a specialised cyber resilience and information security framework for TARGET services;
  • help to provide a second line opinion on the security of TARGET services, including the ECMS;
  • help to provide a holistic risk assessment covering all TARGET services;
  • review risk management activities and risk mitigation measures in the first line;
  • contribute to independent risk assessments evaluating activities in the first line;
  • contribute to compliance activities carried out in the second line – e.g. coordinating activities, following up on recommendations by the overseer and/or external examiners, or documenting TARGET services’ compliance with the General Data Protection Regulation (GDPR).

Qualifications, experience and skills

Essential:

  • a master’s degree or equivalent in finance, economics, business administration, mathematics, engineering, physics, computer science or another relevant field (click here for details on degree equivalences);
  • in addition to the above, at least three years’ experience in the area of IT security or cyber resilience, performing or reviewing (i) IT security risk assessments, (ii) operational risk management activities and/or (iii) compliance-related activities (e.g. checking that systems and/or services comply with regulations, security requirements, etc.) for financial market infrastructures or financial institutions in the context of the first, second or third line (internal audit);
  • a good knowledge of standards and guidelines relating to cyber resilience, information security, business continuity and risk management (e.g. the ISO 27000 and ISO 31000 families and/or the COSO framework);
  • the ability to deliver results within tight time frames, manage multiple assignments simultaneously and prioritise tasks appropriately;
  • a proven ability to present subject matters in your area of expertise to internal and external audiences in a clear and concise manner;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • a good understanding of one or more TARGET services and the interdependencies between those services and financial market participants at European and global level;
  • a good understanding of the functioning of collateral management systems;
  • a good understanding of the Eurosystem’s Cyber Resilience Oversight Expectations;
  • a good understanding of compliance frameworks such as the Principles for Financial Market Infrastructures (PFMIs) or GDPR;
  • certification in relation to information security (CISSP, ISO 27001, etc.), project management (PRINCE2, PM2, etc.), risk management (e.g. Management of Risk Foundation/Practitioner), GDPR (e.g. certified DPO or IPP), risk and information systems control (CRISC), information security management (CISM), auditing of information systems (CISA) or internal auditing (CIA).

The contract offered will be fixed-term, the appointment being for 24 months as of the exact starting date of the selected person.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
