Affordability and Utilities is responsible for leading and coordinating government’s ongoing efforts to make everyday life more affordable, with particular focus on the province’s utilities sector and electricity system.
The Utilities Consumer Advocate (UCA) has a mandate to educate and mediate for Alberta’s small business, farm, and residential electricity, natural gas and water consumers, and advocate for energy consumers. We educate through a wide range of outreach and engagement activities; advocate by representing the interests of consumers; and mediate disputes between consumers and utility companies.
QUALIFICATIONS
Required:
University graduation in a related field (Economics, Business, Engineering, Political science, Environmental science, Law, Public administration etc.) and 2 years of progressively responsible related experience is required. Related experience can include research and analysis, technical writing and briefing, issue analysis, and project coordination. Equivalencies will be considered as described below:

The following are considered assets for the position:
- Public Sector experience: Experience working in the public sector or within public sector decision-making processes.
- Industry Experience: Experience working within the energy and/or electricity sector or other related industries.
- Legislative/Policy Interpretation: Experience with interpreting legislation, regulations, and policies e.g. Electric Utilities Act, Gas Utilities Act, Alberta Utilities Commission Act).to provide feasible recommendations to management and executive leadership.
- Project Management: Experience initiating, planning, organizing, and implementing projects.

Responsibilities:
The Ministry for Affordability and Utilities is currently seeking an agile and driven Market Policy Analyst reporting to the Manager, Market Policy & Analysis under the Utilities & Consumer Advocate Branch.
The Market Policy Analyst will work within a team to accomplish the following duties and responsibilities:
- Policy Review and implementation Develop policy recommendations concerning Alberta’s electricity and natural gas markets specifically focusing on rate regulation, facilities regulation and market regulation that represent the interests of small consumers, for consideration by the UCA’s Power and Natural Gas Consumer’s Panel
- Research & Advisory: Independently plan and undertake policy research and analysis on a broad range of economic and energy policy issues that are likely to affect utility regulation and regulatory decision and proactively provide advise to support decision-making within Branch.
- Project Co-ordination & Monitoring: Monitor and coordinate high-priority initiatives/projects, including the corresponding guidelines, budget forms and cash flow models and identify emerging issues in the rapidly changing energy sector.
- Stakeholder Engagement and Relationship building: Represent the UCA on external stakeholder consultations related to complex regulatory policy matters, including consultations on distribution and transmission policy, AUC consultations on AUC rules and AESO consultations on AESO rules and other AESO matters.
- Issue Analysis and Advisory: Conduct thorough research, coordinate information, and render accurate advice to Branch Leadership on existing and emerging issues.
- Reporting: Create high-quality reports, reviews, and briefing materials to facilitate executive decision-making, public engagement, and stakeholder communication.
