COMREG OVERVIEW

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.
Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.
This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive - addressing cybersecurity and network resilience - plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

While the role of regulation is evolving, our fundamental mission remains the same. ComReg aims to facilitate the development of a competitive electronic communications sector in Ireland attracting investment, encouraging innovation and empowering consumers to choose and use communications services with confidence.
Market Framework Division and the Product Safety Unit
ComReg’s Market Framework Division is responsible, among other things, for Market Surveillance in respect of the Electromagnetic Compatibility (EMC) and Radio Equipment (RE) Regulations. The Product Safety Unit (PSU) carries out Market Surveillance (MS) activities to ensure that radio equipment products comply with the requirements set out in the EMC and RE legislation and to ensure protection of the public interest covered by that legislation. Further to the responsibilities above, ComReg has been given responsibilities under the Artificial Intelligence Act (EU)2024/1689 and will be responsible for the associated obligations which will come into effect on 2 August 2027. The successful candidate will play a role in helping the team prepare for this new remit.

QUALIFICATIONS AND EXPERIENCE

Essential

• A third-level qualification from an Engineering, Technology, Business or similar relevant discipline.
• Familiarity with national and EU institutions, regulatory environments and / or experience in the application of EU directives and regulations.
• Demonstrated experience of engaging and working with multi-disciplinary external advisors and stakeholders.
• Exceptional research skills and attention to detail.

Desirable

• Demonstrated ability to quickly master wide-ranging and complex briefs, assimilate large volumes of information and arrive at clear, evidence-based proposed decisions.
• Knowledge of radiocommunications networks and services, along with knowledge of testing and conformity assessment of products, would be a distinct advantage.
• Experience of risk management and risk-based enforcement and compliance.
• Experience in drafting documents for publication.
• Project management qualification/experience.
• A current and valid full driving license.

THE ROLE AND RESPONSIBILITIES

Our product safety team is multi-disciplinary, and our staff have a wide range of skills and expertise, with the team working on both individual and team deliverables. Reporting to the Product Safety Manager the Market Surveillance Analyst will be responsible for the following areas and tasks:

• Investigating and managing multiple product compliance cases and following up, as appropriate, with Manufacturers, Importers, Authorised Representatives and Distributors to ensure that any actual or potential breaches are identified and appropriately addressed, including enforcement action.
• Conducting Market Surveillance activities - these will include Authorised Officer visits to retailers, eCommerce platform and Customs surveillance, to deliver the Product Safety Unit work programme.
• To assist in the preparation for the responsibilities of the relevant provisions of the AIA with EU Commission, Government Departments, state agencies and other international administrations, and in doing so actively develop and maintain strong relationships.
• Developing, implementing and consistently reviewing risk-based processes and procedures to ensure an effective and consistent approach to market surveillance and compliance activities.
• Evaluations of radio and electrical/electronic products against relevant standards, covering the requirements laid down in the RE and EMC Regulations.
• Managing EC notification systems such as ICSMS and Safety Gate to coordinate the exchange of information between administrations within the EU market on non-compliance.
• Representing ComReg at national and international fora (e.g. relevant EU meetings) and contributing to EU wide market surveillance campaigns.
• Engaging with external consultants, advisors and other resources to bring projects and cases to successful outcomes.
