A qualified candidate possess the following:
Bachelor’s degree from an accredited university in public relations, marketing, communication, graphic design, or other closely related field with two years experience is strongly preferred, but may be substituted by equivalent education, training and work experience to include 4 years experience that demonstrates a professional knowledge of public relations, graphic design, and event marketing.
Must possess documented experience in graphic design software to include Adobe InDesign, Photoshop and illustrator. A working knowledge of Corel Draw, Adobe Dreamweaver, Fireworks, Acrobat, and Adobe Creative Cloud is desirable.
Position has been designated Non-Critical sensitive. As a position of trust and IT PH position, employment is conditional on the successful completion of an Access National Agency Check (ANACI).
Must possess and maintain a current driver’s license, as travel to facilities throughout the installation to deliver completed materials, attend meetings and events is required. Participation in meetings and outreach efforts off base may occasionally be required.

Implementation of the REAL ID Act begins May 7, 2025. That day, and any day after that, anyone 18 years and older that plans to visit certain Federal facilities or fly domestically will need a REAL ID or another acceptable form of identification to enter U.S. military bases, including CNRMA Installations, or board federally regulated commercial aircraft.
The REAL ID Act, passed by Congress in 2005, establishes minimum security standards for state-issued driver’s licenses and identification cards. It was enacted in response to the 9/11 Commission’s recommendation to improve the reliability and accuracy of identification documents, making it more difficult for terrorists to obtain fake IDs.

Responsibilities

Plans, directs, initiates and implements a comprehensive marketing program for MWR and Child and Youth Programs (CYP). Develops long range marketing plans and strategies with internal program managers. -Executes all graphic artwork for print and digital media including concept, layout, composition and design using a variety of industry standard software. Makes recommendations regarding the use of proper media formats, taking into consideration standards of quality, current design and marketing trends, capabilities and costs. Continually liaison’s with the Mid-Atlantic Marketing Department, site program managers, and the military community to ensure success of the mission and goals of MWR.
Employs digital media tools, including Facebook, Twitter, websites, apps and newly developed technologies, for the effective application of marketing efforts. Responsible for typing, scanning, importing, creating, editing and posting all text and graphics placed on the internet and social media sites. Ensures all electronic media is in compliance with Navy regulations, MWR instructions and departmental priorities and objectives.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares financial plans and related records and reports and provides input for the overall marketing budget. Purchases marketing supplies and maintains marketing equipment including printers and large format plotters.
Plans, coordinates, and conducts market research, surveys and focus groups to assess marketing efforts, makes recommendations on areas of concern and initiates corrective action to ensure optimal support of MWR and CYP. May prepare facilities for special events and holidays including creating and implementing themes and associated dcor. Responsible for maintenance and inventory of all materials used for events and decorating.
