This role is responsible for leading the overall design and implementation of strategic reforms and change management initiatives and works closely with the agency’s executive and senior management to build sound operations and deliver core strategic and corporate functions.

Key responsibilities will include:

  • Lead and manage the design and implementation of a strategic program of change management activities, including those relating to the Royal Commission into Early Childhood Education and Care.
  • Lead the development, implementation and evaluation of policies, standards, tools, systems and processes across the agency to deliver objectives for continuous quality improvement in early childhood regulatory functions, practice and professionalism.
  • Provide a key point of liaison, planning and reporting between the agency and the Change Management Panel to drive the development of reforms, revitalised policy framework and establishment and implementation of benchmarks and regulatory workforce management process.
  • Oversee strategic data analysis and evidence gathering and analysis to inform project planning, monitor and evaluate outcomes of reform activities, develop regulatory policy options and improve operations.
  • Work with key stakeholders to develop problem definitions, research and identify and provide strategic advice on policy solutions, develop and seek endorsement of practical, effective policy interventions.
  • Lead the drafting, consultation process and provision of recommendations for new policy and policy revisions that are consistent with the change management program to ensure effective implementation plans are in place to support change.
  • Lead, motivate and mentor the staff across the ESB to facilitate the adoption of change initiatives and reforms including setting overall performance expectations.

To be successful in this role, you will have:

  • Demonstrated experience in a senior leadership role in a fast-paced environment, understanding government best practice
  • Proven high quality skills and experience in leading, managing and supporting teams through strategic reforms and change management initiatives
  • High level experience working with senior executive with the ability to collaborate, support provide strategic advice together with exemplary leadership and people management skills
