POSITION SUMMARY

Incumbents of positions in this series conduct inspections and maintain and administer the Divisions’ inspection program for MassDOT and municipally owned bridges in accordance with the requirements of the National Bridge Inspection Standards (NBIS) as defined in the Code of Federal Regulations, 23 CFR Part 650 Subpart C. They also inspect bridges that do not meet the NBIS definition of bridges and can be assigned to inspect other ancillary and appurtenant highway structures and perform other inspection related engineering duties on an as needed basis. The primary purpose of this work is to perform the inspection of bridges and ancillary structures in the Commonwealth of Massachusetts to ensure that they are safe for traveling public to use.

Applicants must have the minimum entrance requirements for a Team Leader as found in the federal regulations 23 CFR Part 650 Subpart C: (A)a Bachelor’s Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology, and (B) an Engineer-In-Training certification, and (C) at least two (2) years of full-time experience in bridge inspection assignments in a responsible capacity, and (D) successfully completed a Federal Highway Administration approved comprehensive bridge inspection training course, or (E) any equivalent combination of the required experience and the substitutions below as allowed for by the federal regulations:
Substitutions
I. A minimum of five (5) years’ experience in either of the next two lower Bridge Inspector titles Bridge Inspection Engineer I and Bridge Inspection Engineer II and successfully completed a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Bachelor’s Degree and Engineer-In-Training certification: or.
II. Be a registered Professional Engineer and have 6 months of bridge inspection experience and successfully completed a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Engineer-In-Training certification and the bridge inspection experience; or.
III. An Associate’s Degree in Civil Engineering* or Civil Engineering Technology* and four (4) years of full-time experience in bridge inspection assignments in a responsible capacity and successfully completed a Federal Highway Administration approved comprehensive bridge inspection training course may be substituted for the Bachelor’s Degree and the Engineer-In-Training certification.
** The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, mining, airport, soils and materials.

SPECIAL REQUIREMENTS:

Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards.
Based on assignment, a current and valid Massachusetts Class D Motor Vehicle Operator’s license is required.
Based on assignment, successfully complete and pass the MassDOT sponsored Scuba Diver Training program and successfully complete and pass both Federal Highway Administration approved comprehensive bridge inspection training and Underwater Bridge Inspection training courses.

Responsibilities

DUTIES AND RESPONSIBILITIES

  • The Bridge Inspection Team Leader performs all types of bridge inspections required by NBIS on all types of bridge structures.
  • Prepares for assigned bridge inspections by obtaining and reviewing all available plans and inspection records for structures that are to be inspected and by ensuring the availability of equipment and tools needed by all team members for each inspection assignment.
  • Maintains the safety of bridge inspection teams and the public by ensuring that the proper safety equipment is available and that it is used correctly; ensuring that all safety procedures are in place; ensuring that proper procedures are used for inspections over water and railways.
  • Ensures the quality of inspections and prepares inspection reports.
  • Acts as the Assistant Bridge Inspection Unit Supervisor.
  • Assists the bridge Inspection Unit Supervisor with reviews of inspection reports from bridge inspection teams to ensure quality control.
  • Assists the Bridge Inspection Unit Supervisor in maintaining inspection unit files for all bridges covered by that unit, including all information required by NBIS and supplemental information required by Department policies and directives.
  • Assists the Bridge Inspection Unit Supervisor in maintaining the inspection units’ equipment inventory and coordinating all repair and maintenance activities required to keep the equipment in good working order.
  • Assists the Bridge Inspection Unit Supervisor to maintain a file for all inspection unit personnel containing basic personnel data and titles, duties, qualifications, training, and education.
  • Represents MassDOT and/or attends meetings and conferences as required.
