Responsibilities

Responsibilities:

  • Pick-up and transport excess or project materiel to the warehouse or other designated storage area. Pick-up shall be throughout DAC facilities at WSMR Installation.
  • Store material in an orderly fashion, by means of a systematic warehouse location plan, that shall be developed by the contractor and provided to the contracting officer representative (COR) within thirty (30) days after contract performance commences.
  • Retrieve, prepare, document, and transport materiel for issue, relocation, or disposal.
  • Prepare and maintain appropriate accountability documentation and files. Documentation shall include packing lists, invoices signed copies of hand receipts, and all information needed to provide record of all materiel entering and leaving the warehouse facility or storage area.
  • Conduct quarterly physical and wall-to-wall inventories to ensure integrity of audit trails and accountability system.
  • Pick-up and receive materiel earmarked for outgoing shipment.
  • Prepare materiel for shipment, to be securely boxed, wrap, crat, pad the materiel for outbound shipment to avoid damage.
  • Consign shipment to designated carrier, and prepare required ship labels and documentation, as mandated by the specific carrier.
  • Prepare and maintain documentation support files on all shipments and maintain associated automated resources. Automated resources include various data processing programs and tools, to include not only personal computer-based tools such as Microsoft EXCEL, but also to other resources required to perform the function, such as internet-based shipping utilities. The documentation support files shall include all information needed to provide record of all materiel entering and leaving the warehouse facility or storage area.
  • Offload materiel from common carrier and delivery vehicles.
  • Inspect all shipments and document any external visible damages with the delivery agent.
  • Inventory received materiel against bills of lading or other delivery documentation and document any discrepancies or damage with the delivery agent.
  • Receive materiel and packages that arrive to the warehouse. Coordinate final delivery of items to technical end-users and make deliveries. Ensure items and equipment are properly bar-coded for property accountability prior to making final delivery of items.
  • Pre-position received materiel in designated areas, awaiting issue or disposition.
  • Maintain document files on all receipts and update applicable automated database resources.
  • Operate an issuing function to include but not limited to:
  • Determine the request office based on receipt documentation and automated database resources.
  • Prepare associated issue documentation, to ensure audit trail and accountability requirements are met.
  • Maintain a government-owned manual Barcode register utilizing current format/procedures, (In Accordance with IAW AR 735-5) for all barcodes utilized.
  • Issue materiel to only authorized Government hand receipt holders and secure signatures on the appropriate documentation.
  • Maintain and document files on all issues and update applicable automated database resources.
  • Maintain current Signature Cards (DA Form 1687, Notice of Delegation of Authority – Receipt for Supplies) on individuals authorized to receive materiel.
  • Dispose of excess materiel upon request of the government, either by transporting the materiel to the supporting Defense Reutilization and Marketing Service (DRMS) or in accordance with prevailing WSMR policies and directives.
  • The preparation of materiel for disposal, such as removal of computer storage media and removal of toner and ink cartridges.
  • Palletize, box, shrink-wrap or otherwise prepare materiel for disposal to ensure safe and secure transport to the disposal area.
  • Ensure all required documentation for disposal of materiel is accurate and accounts for all items to be transferred to the DRMS or other disposal area for audit trail purposes.
  • Safely and securely transport materiel to the proper disposal areas.
  • Secure signatures from authorized representatives on transfer documentation for all materiel transferred to the supporting DRMS, or other disposal sites.
  • Maintain documentation and files on all materiel transferred to the supporting DRMS or other disposal sites requiring an audit trail, and maintain applicable automated database resources.
  • Maintain or update several automated database resources in an accurate and timely manner.
  • Pick-up, deliver, and move items between offices and facilities. Geographic areas include: WSMR, NM; Fort Bliss, TX; Holloman Air Force Base, NM; and the communities of El Paso, TX; Las Cruces, NM and Alamogordo, NM.
  • Periodically destroy (cutting, breaking, mutilating/burying) commercial software and user-data media (such as disks, tapes, CDs). The destroyed media shall be disposed of in accordance with WSMR policies and regulations.
  • Assemble and disassemble furniture and other equipment in accordance with associated assembly instructions or guidance.
  • Provide escort service to non-DAC personnel include non-DOD, in support of facilities/grounds and equipment maintenance, and related efforts associated with DAC and ARL buildings and compounds. Escorting shall be accomplished in accordance with DOD, Army, and local security policies, regulations, and guidance.
  • Arrange and oversee the shredding/destruction of documents. The contractor shall periodically schedule appointments with either a contract shredding service or the DAC-WSMR Document Control shredding capability.
  • Provide limited (less than 5% of overall duties) minor facilities maintenance and repair support.
