BASIC QUALIFICATIONS:

  • Multiple years of Enterprise/Data Architecture skills for large government agencies in the health and human services space
  • Strong Medicaid related data management and design on an enterprise level.
  • Design, development and implementation of large data warehouses, data marts, stored processes and decision support solutions
  • Expertise in logical metadata architecture that defines information architecture to support operational and analytical purposes.
  • Develop Project Plans, conduct Gap Analysis and assessments.
  • Skills helping customers bring up to speed with technology solutions on par with large commercial enterprises.
  • Ability to manage quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution and other project management controls and practices;
  • Project management experience across varying technologies, with an emphasis on cross-team efforts that include infrastructure and enterprise software applications;
  • Ability to work with a diverse team, resolve interpersonal conflict, motivate, and develop team members, and influence stakeholders and key decision-makers.

Responsibilities
  • Requirements gathering/discovery of data sources, data mapping and interface structure.
  • Understand system to system interactions, data flow and map movement of data between different parts of customer’s Medicaid systems and processes.
  • Create Medicaid-related Interface Registry Medicaid applications.
  • Document Medicaid-related Interface Control Documents (ICDs) for any interface listed in the Interface Registry that does not have an associated ICD.
  • Create a Medicaid-related Interface Management Plan
  • Create Medicaid related data modeling, data warehouse structure if none exists.
  • Create Medicaid data catalog and data lineage.
  • Create Medicaid-related Data Governance and Management Plan in consultation with customer.
  • Recommendations on best practices to current data governance and management, ICD’s, Medicaid systems and applications, including recommendations on data governance, data cataloging, data interface documentation, and other data related tools.
  • Identification of risks related to current data management and interface structure.
  • Recommendations on streamlining data management, data sharing, data
  • governance and system integration. This may include data inconsistencies,
  • integration challenges and security or compliance issues.
  • Creating a monthly status report.
  • Ensure compliance with relevant security requirements.
  • Facilitate selection of technical direction.
