JOB SUMMARY

The Medical Doctor Subject Matter Expert (SME) will support the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties (CRCL), by conducting investigations and oversight related to medical care in immigration detention facilities. The SME will evaluate complaints, conduct onsite reviews, prepare detailed reports, and provide expert guidance on medical practices and compliance with applicable standards. This role requires travel and the ability to work independently under tight deadlines.

Qualifications

  • Active medical license in at least one U.S. state
  • Board certification in Family Medicine or Internal Medicine
  • Minimum 10 years of experience providing medical care in adult detention settings
  • Experience with correctional health certifications (e.g., Certified Correctional Health Professional)
  • Experience evaluating detention facilities for healthcare compliance
  • Ability to critique medical treatment in detention settings
  • Experience as a subject matter expert in detention healthcare systems
  • Familiarity with ACA and NCCHC standards
  • Strong report writing and analytical skills
  • Ability to travel nationwide for onsite investigations

Responsibilities Include (but are not limited to):

  • Advise CRCL on the impact of DHS policies on medical care
  • Prepare comprehensive written reports with findings and recommendations
  • Provide expert guidance on civil rights and medical care issues
  • Participate in onsite investigations and reviews
  • Support CRCL with training, briefings, and policy development
  • Collaborate with CRCL to revise and finalize reports
  • Maintain awareness of current trends and standards in correctional healthcare
