POSITION DETAILS Winrock is recruiting a MEL Specialist for the Millennium Challenge Account (MCA) Reforestation project in Nepal. This position is contingent upon award. ESSENTIAL RESPONSBILITIES Develop and implement a comprehensive MEL framework tailored to compensation reforestation activities. Design and manage databases for tracking project indicators, outputs, and outcomes. Lead digital data collection efforts using appropriate tools and platforms. Analyze data and produce visualizations to support adaptive management and stakeholder reporting. Ensure MEL activities align with project goals, donor requirements, and national environmental standards. Provide capacity building and technical support to implementing partners and field teams. Contribute to periodic evaluations, learning reviews, and knowledge dissemination. QUALIFICATIONS AND BACKGROUND: Education: Bachelor’s degree in Environment, Natural Resource Management, Statistics, Economics, or a related discipline. Master’s Degree is an advantage. Work Experience: Minimum of 5 years of experience in project monitoring and evaluation, including projects focused on reforestation, forestry, environment, or natural resource management. Proven experience in developing and managing MEL frameworks for reforestation or similar environmental projects. Demonstrated ability to design and manage databases and reporting systems in at least two projects. Proficiency in digital data collection tools (e.g., KoboToolbox, SurveyCTO) and analysis software (e.g., Excel, SPSS, R, or Power BI). Strong skills in data visualization and adaptive learning approaches. Excellent communication and stakeholder engagement skills.
