JOB SUMMARY

The MEP Program Manager serves as the strategic and operational lead for initiatives involving Building Automation Systems (BAS), Mechanical/Electrical/Plumbing (MEP) infrastructure, and facility condition assessments. This role ensures building systems across multiple sites operate efficiently, reliably, and in alignment with industry best practices. The Program Manager applies deep technical expertise to lead program development, conduct assessments, support capital planning, and drive continuous improvement efforts in collaboration with engineering, operations, and client stakeholders.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor’s degree or equivalent experience.
  • Minimum 15 years of experience in Facilities Management, with strong technical expertise in MEP systems, project delivery, and asset reliability.
  • Solid understanding of utility plant operations (CUP), data center infrastructure, and critical environments.
  • Experience with assessment tools, CMMS platforms, and building performance analytics.
  • Relevant industry certifications (e.g., BOMI FMA/RPA, BAS controls, Power Plant operations) are preferred.

Responsibilities

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES

  • Lead programs focused on optimizing BAS, maintaining MEP system reliability, and delivering detailed facility condition assessments.
  • Manage site audits to identify deferred maintenance, asset lifecycle status, and opportunities for energy or operational improvements.
  • Evaluate BAS data trends, alarm logs, and control sequences to recommend operational adjustments or retro-commissioning.
  • Develop scopes of work and manage corrective actions or upgrade projects based on findings from audits and stakeholder input.
  • Align projects and recommendations with client business goals, ESG targets, compliance obligations, and energy reduction initiatives.
  • Use condition and risk data to support lifecycle asset planning, capital forecasting, and budgeting.
  • Ensure compliance with applicable technical standards and codes (e.g., ASHRAE, NFPA, SFG20, Title 24, and client-specific protocols).
  • Manage vendor and subcontractor performance on assessments and technical project deliverables.
  • Deliver concise reports, dashboards, and roadmaps for client and internal reviews.
  • Track key performance indicators such as uptime, energy savings, cost avoidance, and reliability improvements.

SPECIALIZED TECHNICAL RESPONSIBILITIES:

  • Conduct comprehensive operational and condition assessments of people, processes, MEP systems, BAS/EMS, and maintenance programs in commercial, lab, or industrial spaces.
  • Provide expert-level guidance on optimizing system performance, reducing energy waste, and identifying capital risk.
  • Act as SME on BAS/EMS platforms—supporting legacy and modern systems, identifying vulnerabilities, and driving system standardization.
  • Help design and roll out standardized SOPs, MOPs, and reporting tools to ensure organizational consistency and compliance.
  • Evaluate compliance with NFPA and other regulatory standards through regular assessments and reporting.
  • Partner with the ESFMx team on asset tagging, CMMS optimization, and predictive maintenance implementation strategies.
  • Coach and mentor staff on best practices in preventive maintenance, building automation, and infrastructure operations.
  • Support proposal and ROM (Rough Order of Magnitude) development for technical initiatives.
  • Manage projects end-to-end—from engagement to closeout—ensuring timely delivery, quality assurance, and client satisfaction.
  • Balance competing priorities by aligning program goals with site-specific production needs and stakeholder expectations.
  • Maintain accurate project documentation, budgets, and milestone tracking for internal and client-facing reporting.
  • Support knowledge transfer across ESFM teams through collaboration, playbook development, and best practice sharing.
  • Evaluate emerging technologies and codes, updating internal standards and communicating key changes to stakeholders.
