About the Role As the Owner’s Representative, you will serve as a key on-site resource overseeing the Mechanical, Electrical, and Plumbing (MEP) scope for a large-scale data center construction project. You’ll represent the Owner’s interests from planning through commissioning and closeout, ensuring adherence to quality standards, technical specifications, and schedule requirements. This role is highly collaborative—working directly with the General Contractor (GC), Owner Furnished/Contractor Installed (OFCI) vendors, and the Commissioning Agent—to proactively identify issues, maintain alignment, and drive project success within a mission-critical environment. Key Responsibilities Project Coordination & Oversight Owner Representation: Serve as the on-site technical and operational liaison for all MEP and commissioning activities. Stakeholder Coordination: Build and maintain strong communication between the GC, OFCI vendors, and Commissioning Agent to ensure seamless execution. Quality Assurance: Review and provide input on submittals, RFIs, and change proposals related to MEP scope. Conduct routine field walks to monitor quality, compliance, and schedule progress. Issue Resolution: Lead problem-solving efforts for key technical, logistical, or scheduling challenges, driving timely and compliant resolutions. Commissioning Program Management Program Stewardship: Oversee the implementation of the Owner’s commissioning program, ensuring consistency and technical compliance at the project level. Commissioning Oversight: Support and monitor the full commissioning process from Level 2 (Startup) through Level 5 (Reliability Testing): L2: Contractor startup checklists and system verifications L3: Component and equipment functional testing L4: Integrated system testing (IST) L5: Reliability testing (as required) Documentation & Reporting: Ensure all checklists, test scripts, and reports are completed, reviewed, and uploaded to the Owner’s systems of record. Communication & Reporting Progress Updates: Provide clear, timely communication to internal stakeholders on MEP progress, commissioning milestones, risks, and mitigation plans. Continuous Improvement: Capture and report lessons learned to enhance future project execution and standard specifications. Meeting Participation: Lead or contribute to key project meetings (OAC, MEP coordination, commissioning, and vendor syncs). Required Qualifications Experience: Minimum 5 years in construction management, with a focus on MEP systems and/or commissioning. Industry Background: Experience with mission-critical environments (data centers, hospitals, or complex industrial/technology facilities). Technical Knowledge: Strong understanding of high-voltage distribution, UPS systems, HVAC and cooling infrastructure, and life safety systems. Commissioning Expertise: Proficiency in commissioning processes (Cx), ASHRAE Guideline 0, and Integrated System Testing (IST) standards. Skills: Excellent communication, organizational, and problem-solving abilities. Able to read and interpret complex drawings, specifications, and test scripts. Physical Requirements and Work Environment This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions. The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized. Physical Requirements: Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain. Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis. Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces. Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors. Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments. Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required. Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity. Work Environment: Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
