General Description of Role and Responsibilities: Role Summary Responsible for managing the commercial and cost control aspects of MEP works throughout the construction phase of building projects. The role focuses on interim valuations, change management, cost reporting, cashflow forecasting, and final account preparation, while providing technical cost advice based on construction methods, materials, and labor. The position supports accurate financial control, risk management, and effective collaboration with project stakeholders to ensure project objectives are achieved. Key Responsibilities 1. Measurement & Quantification Undertake quantity take-offs for Electrical, Firefighting, Plumbing, and HVAC works using applicable standards. Use software tools (e.g., Cost X, AutoCAD) for quantity take-off and summarize quantities, transfer data into BOQs or cost plans, including carrying out bulk checks. Draft or Validate Bills of Quantities, including carrying out bulk checks. 2. Cost Estimation & Rate Analysis Support cost estimation activities by identifying basic material and labor rates and understanding rate analysis for standard work items. 3. Tendering & Procurement Support Lead hospital construction/renovation projects involving MEP & biomedical systems. Manage vendor selection, contracts, and service agreements. Monitor budgets, timelines, and quality standards. Act as liaison between contractors, consultants, and hospital management. 4. Cost Control, Commercial Management & Reporting Prepare interim payment recommendations, maintain cost control documentation, and manage change control processes. Contribute to cost reporting, cashflow forecasting, valuation of variations, tracking of risk allowances, and preparation of final accounts 5. Cost Planning & Technical Cost Advice Apply working knowledge of construction technologies and methods in cost planning tasks. Assess cost implications of materials, labour, and construction methods during design and execution stages. Qualifications, Experience, Knowledge, and Skills: Diploma or Bachelor's Technology in Mechanical, Electrical, and Plumbing. 7 - 9 years of experience of relevant experience in post-contract quantity surveying or cost management for MEP works on building projects. Should be proficient in CAD, Cost-X (quantity takeoff tools), and other quantification/estimation software. Excellent skills in MS Excel and Word, and ability to learn and adapt to customized software Excellent communication skills, both written and verbal. Excellent Interpersonal and presentation Skills.
