Description

GENERAL SUMMARY

Under the direction of the Maintenance and Operations Supervisor or designee, operates and maintains electrical revenue metering and substation equipment; performs maintenance, repair, tests, and calibrations on all types of electrical energy metering; performs underground fault locating and construction, fabrication, and welding as needed. Subject to 24-hour callout for emergency situations.

EDUCATION & EXPERIENCE REQUIREMENTS

  • High school diploma or GED.
  • Must have successfully completed one (1) of the following apprenticeships: Meter Technician, Relay Technician, Lineworker, Electrician, or Substation Electrician.
  • Three (3) years of Journey-level experience.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS

  • Valid driver’s license.
  • Journey-level certification in one or more of the following: Meter Technician, Relay Technician, Lineworker, Electrician, or Substation Electrician.

DESIRABLE QUALIFICATIONS

  • Four (4) years of direct Journeyman level experience.
  • Three (3) years of direct experience installing, programming, testing, and troubleshooting protective relays, revenue meters, or substation maintenance equipment.
  • Intermediate knowledge of Schweitzer Engineering Laboratories (SEL) relays.
  • Experience, education, and training in more than just one of the following journeyman classifications: Meter Technician, Relay Technician, Lineworker, Electrician, or Substation Electrician.
  • Prior experience and/or training performing underground fault location.
  • Prior experience programming Program Logic Controllers (PLCs).
  • Prior fabrication and welding experience.
  • Applied knowledge of laws and regulations that govern the electrical industry in the State of Washington.
  • Working knowledge specifically in the following Microsoft programs: Excel, SharePoint, and Word

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

  • Applicable Federal, State, and local laws, rules, codes, and regulations related to assigned activities.
  • WISHA and OSHA safety rules and regulations.
  • National Electrical Code.
  • Testing, maintenance, and installation of PT’s and CT’s.
  • Blueprints and design. Vectoring and mathematics as they apply to protection relaying and revenue metering.
  • Primary metering.
  • Power System Recorders.
  • DC and AC electrical theory.
  • Basic understanding of transformer and breaker control schemes.
  • Power and distribution protection schemes.
  • Symmetrical components.
  • Computers and software including Microsoft Office suite.

  • Applicable health and safety policy, procedures, and practices.

  • Test, maintain, and repair load tap changers and regulators.

Responsibilities

  • Performs work from bucket trucks, ladders, lifting devices, and underground vaults using shop apparatus, and City and customer facilities.
  • Provides continuous effort to improve operations and work cooperatively and jointly to provide quality customer service.
