BACKGROUND AND PURPOSE OF THE ASSIGNMENT The Mid-term Review (MTR) is a WFP Country Office-driven participatory exercise to assess the performance of a Country Strategic Plan (CSP). It has the objective of promoting internal learning to inform operational decision-making and adjustments to on-going programmes. WFP under its 5-year MCSP supports Pacific governments and regional stakeholders in strengthening capacity, systems, and coordination, with a contingency to provide common services and platforms for supporting national disaster preparedness and response efforts. This includes strengthening national and regional logistics, capacity for food security and nutrition data collection and analysis, cash-based transfers, social protection and emergency telecommunications architecture. The Pacific MCO is conducting an MTR to assess progress mid-point through the MCSP 2023-2027 Outcomes - with the Strategic Outcome 1 focusing on strengthening capacity to prepare for and respond to emergencies and the Strategic Outcome 2 representing a contingency under which WFP delivers selected services to humanitarian partners. The MTR aims to facilitate learning and reflection in the Pacific MCO about progress towards the achievement of results as well as key constraints and enablers of implementation. Additionally, the review will provide action-oriented recommendations at both operational and strategic levels to enhance achievement of results. The timing of the MTR ensures its findings will inform the MCSP Evaluation scheduled for 2026, contributing to the design of the next MCSP cycle in 2027. Under the supervision of the Head of RAM and technical guidance from the monitoring team, the M&E Consultant will facilitate the process of the Mid-Term Review in line with the established Terms of References (ToR). ACCOUNTABILITIES/RESPONSIBILITIES - Work in close collaboration with internal WFP staff and external partners to strengthen data/information quality, accuracy and consistency to build a credible evidence base. - Provide timely constructive technical feedback to the PMCO MTR Reference Group. - Gather information and conduct qualitative/quantitative data analysis (desk review, Key Informant Interviews, Focus Group Discussions) - Coordinate with Activity Managers and Information Management Task Force to prepare field site visit schedules, as required - Facilitate workshop with key stakeholders (organizing workshop activities, developing questions, mapping findings and discussions), as required - Hold debriefing meetings with management and key stakeholders at the end of the mission with initial findings - Produce and finalize a Mid-term Review Report with key findings and recommendations. - Provide support and on-the-job training to the newly hired M&E Associate. - While waiting for M&E Associate to be onboarded, ensure COMET is up to date and M&E compliance measures are met for the PMCO. DELIVERABLES AT THE END OF THE CONTRACT - Short, analytical and action-oriented Mid-term Review report with key findings and recommendations. - Support, on-the-job training and mentoring to the PMCO M&E Associate. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: - Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or - First University degree with additional years of relevant work experience and/or training/courses. Experience - 6-10 years’ experience in humanitarian/development field - Preferred: previous experience working with WFP/other UN agencies/ implementing partners, conducting reviews, evaluations or monitoring exercises. Knowledge & Skills: - Demonstrated skills in project management in general and managing processes. - Demonstrated advanced skills in analysis, listening, influencing and management of stakeholder relationships. - Ability to engage diverse internal and external stakeholders proactively - Understanding of the country/regional context - Technical knowledge in key aspects of the review (scope and objectives, methodology, data analysis and interpretation, risk assessment, etc.). - Knowledge of monitoring and performance management concepts and principles. - Familiarity with humanitarian/development planning and implementation systems and institutional roles. - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. Languages: - Fluency (level C) in English language.
