JOB SUMMARY

  • Telework is available for employees residing in a bordering county to the state of Minnesota. Generally, employees may telework up to 50% of their scheduled workdays each month from their assigned permanent/principal work location, subject to approval. Furthermore, employees living 75 miles or more from their principal work location may receive an exception to this 50% telework rule based on business needs.
    This executive-level position is responsible for providing strategic leadership, oversight, and management in the planning, coordination, implementation and continuous improvement of the Minnesota Rehabilitation and Reinvestment Act (MRRA). The incumbent will be accountable for ensuring the successful execution of MRRA policies and practices across the Department of Corrections (DOC) and for directing the program’s impact on recidivism reduction and successful reintegration of individuals on supervised release. The incumbent will exercise significant decision-making authority regarding earned incentive early release approvals, in accordance with established policies. This role will involve the comprehensive analysis and reporting of MRRA-related data, outcomes, and evaluations to both internal and external stakeholders, including the Minnesota legislature. The incumbent will play a key role in the development and communication of legislative policy related to MRRA and will provide expert testimony on MRRA during legislative hearings, as directed by the commissioner. In addition, the position will serve as the commissioner’s primary representative on MRRA-related matters in interactions with internal DOC leadership, external partners, and governmental bodies. The incumbent will drive the development of strategic partnerships and foster collaboration across agency divisions to align MRRA policies with the broader mission and vision of the DOC.

MINIMUM QUALIFICATIONS

Four (4) years of progressively responsible management or supervisory experience that includes:

  • In-depth knowledge of criminal justice policy and rehabilitation programs.
  • Demonstrated ability to build and maintain strategic relationships with diverse stakeholders, including government officials, community leaders, and advocacy organizations.
  • Strong analytical skills with experience in data-driven decision-making and policy evaluation.
  • Excellent written and oral communication skills, with the ability to present complex information effectively to various audiences.
  • Human relations and confliction resolution skills to provide leadership, direction, and advice to facility leaders, legislative leaders, county corrections partners, judicial authorities, advocacy organizations, and community-based service providers.
  • Problem solving skills sufficient to balance competing interests in release decisions, addressing concerns raised by the community or victim advocacy groups and identifying disparities in the program’s outcomes.
  • Proven ability to work independently and exercise discretion in decision-making particularly in the interpretation and application of statutory regulations.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Criminal Justice, Public Policy, Law, Business Administration, or a related field.
  • Leadership experience in directing cross-functional teams and managing large-scale programs related to corrections, supervision, or community rehabilitation.
  • Deep knowledge of criminal justice policy framework and correction systems operations at a state or national level.
  • Demonstrated experience with legislative processes.
  • Demonstrated expertise in strategic thinking and long-term program planning.
  • Experience serving as a subject matter expert in high-profile meetings, legislative hearings, or public forums.
  • Familiarity with data-driven solutions for improving equity, efficiency, and effectiveness in criminal justice programs.

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
