Position Details Position Name Missouri Virtual School Compliance Consultant Reporting Manager Vice President, Partner Success Position Status Salary, Exempt Position Type Independent Contractor (1099) Program or School Missouri Virtual Schools Equipment Details No (1099) Overview The Subject Matter Expert (SME) will serve as a consultant to the leadership team, ensuring full compliance with Missouri Department of Elementary and Secondary Education (DESE) requirements and best practices for virtual education programs. This position requires in-depth knowledge of enrollment and student transfer processes, Missouri education laws and regulations, curriculum approval procedures, and K–12 funding mechanisms. The ideal candidate will have a proven track record of supporting or leading the launch of virtual schools in Missouri. Essential Duties Regulatory and Compliance Expertise Provide expert consultation on Missouri DESE rules, policies, and regulations governing virtual school authorization and operation. Advise on compliance requirements, reporting obligations, and documentation needed for state approval and ongoing oversight. Ensure all processes and systems align with Missouri education law and DESE virtual learning standards. Enrollment and Student Transfer Processes Develop, review, and refine student enrollment procedures that meet Missouri virtual education program requirements. Design and document student transfer protocols, ensuring accuracy in student records and compliance with state data reporting. Collaborate with leadership to align enrollment and transfer workflows within student information systems (SIS). Curriculum Approval and Academic Alignment Provide expert guidance on curriculum approval and alignment with Missouri Learning Standards. Support preparation and submission of materials for curriculum or program approval to DESE. Advise academic leaders on course offerings, credit requirements, and graduation pathways that meet state expectations. K–12 Funding and Financial Guidance Provide insight into Missouri K–12 funding structures, including state aid formulas and virtual education funding policies. Advise on how enrollment counts, attendance, and student residency affect funding eligibility and state reimbursements. Collaborate with finance and operations teams to ensure that projected budgets and revenue align with DESE funding models for virtual programs. Project Planning and Implementation Develop an actionable plan and timeline for the launch of Stellar Virtual Schools’ Missouri program. Recommend best practices for governance, staffing models, and operational readiness specific to Missouri’s virtual education framework. Serve as a subject matter resource to internal departments (academics, operations, compliance, and technology). Stakeholder Communication Liaise with state and local education agencies, as appropriate, to ensure clarity and compliance with regulations. Provide written reports, summaries, and recommendations to leadership regarding progress, risks, and next steps. Knowledge, Skills & Attributes Minimum 5 years of experience in K–12 education, virtual school operations, or state-level education compliance. Direct experience with the Missouri Department of Elementary and Secondary Education (DESE) and virtual education policy. Demonstrated expertise in enrollment, transfer, and student data management processes. Strong knowledge of Missouri education laws and curriculum approval processes. Excellent communication, analytical, and organizational skills. Proven ability to deliver high-quality results within project timelines.
