POSITION DESCRIPTION: Inadev is seeking an experienced Program Manager to lead a large-scale modernization initiative for a Federal agency. This role will oversee the success of the modernization and migration of over 700 forms and the process to a modern native AWS platform. The Program Manager will lead and coordinate multiple Agile Scrum teams responsible for product development, form migration, system integration, and deployment. The individual will ensure alignment across engineering, product management, architecture, security, and regulatory stakeholders. The ideal candidate has experience managing large-scale federal and financial regulatory technology programs, delivering complex systems using Agile at scale, and coordinating multiple teams to deliver high-impact digital transformation initiatives. RESPONSIBILITES: Program Leadership Lead the modernization program for the platform. Staff and Manage delivery across multiple Agile Scrum teams responsible for product development, form migration, integration, and platform enhancements. Define and manage program roadmap, milestones, and delivery timelines. Ensure alignment with strategic client objectives and staff. Agile Delivery Oversight Oversee Agile delivery across multiple teams using the Scrum methodology. Coordinate sprint planning, release planning, and cross-team dependencies. Work closely with Product Owners, Scrum Masters, and Technical Leads to ensure delivery of high-quality features. Monitor team performance through Agile metrics such as velocity, sprint predictability, and release progress. Facilitate cross-team collaboration and remove program-level impediments. Form Modernization & Migration Oversee migration and modernization of all filing forms. Coordinate transformation of legacy filing workflows into modern digital product capabilities. Ensure regulatory compliance and data integrity throughout the migration process. Partner with regulatory and business stakeholders to validate requirements and functionality. Stakeholder and Governance Management Serve as the primary program-level liaison between technical teams and SEC stakeholders. Provide executive-level reporting on program status, risks, and milestones. Manage program risks, issues, and dependencies. Ensure compliance with federal governance, security, and documentation standards. Technical & Delivery Coordination Coordinate architecture, DevOps, security, and data integration efforts across teams. Support release planning and deployment coordination. Ensure alignment between product development, infrastructure, and operations. Drive continuous improvement across program delivery processes. Key Skills Large-scale program leadership. Requirements NON-TECHNICAL REQUIREMENTS: Must be a U.S. Citizen. Must be willing to work a HYRBID Schedule (3-4 Days) in Reston, VA & client locations in the Northern Virginia/DC/MD area as required. Must have the ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance. Strong communication and presentation skills. Must be able to prioritize and self-start. MANDATORY REQUIREMENTS/SKILLS: Must possess a Bachelor’s degree (Business, Economics, Engineering, Information Technology, (or related field). Must have at least 15 years of experience in program management or large-scale IT program leadership. Must have professional hands-on experience managing multiple Agile Scrum teams (5-10 teams or more). Must possess proven success delivering complex enterprise or federal technology programs. Must have professional experience with Agile methodologies such as Scrum or Scaled Agile Framework (SAFe). Must possess a strong understanding of enterprise system modernization and legacy system migration. Must have professional hands-on experience coordinating large technical teams including engineering, architecture, QA, and DevOps. Must possess excellent communication and stakeholder management skills. PREFERRED REQUIREMENTS/SKILLS: Experience working with financial regulatory systems. Familiarity with the financial regulatory platform and filing processes. Experience managing digital transformation programs within federal agencies. Program management certifications such as Project Management Professional (PMP).
