Duration of Consultancy: The assignment will be for an initial period of six (6) months, with the possibility of extension subject to satisfactory performance, availability of funding, and continued organizational need. Nature of the consultancy: Provision of specialised technical leadership to design, establish, and support the implementation of an integrated Monitoring, Evaluation, Accountability and Learning (MEAL) system across IOM Papua New Guinea programmes. The consultant will design and strengthen MEAL frameworks, tools, and capacities while ensuring practical operationalisation and sustainability within mission structures. Project Context and Scope: Papua New Guinea experiences complex mobility dynamics driven by natural hazards, climate change, displacement, migration pressures, and structural development challenges. IOM Papua New Guinea manages an expanding and diverse portfolio covering humanitarian assistance, disaster risk management, migration, environment and climate change, durable solutions, peacebuilding and community stabilization, immigration and border governance, protection and counter-trafficking, labour mobility, and social inclusion. To strengthen programme quality, accountability to affected populations, risk-informed decision-making, and compliance with donor and institutional requirements, IOM Papua New Guinea seeks specialized technical support to design, operationalise, and manage a mission-wide Monitoring, Evaluation, Accountability and Learning (MEAL) system. This consultancy will provide technical leadership to establish and oversee integrated MEAL frameworks, processes, and tools across the mission, ensuring consistent implementation and practical application within programme cycles. The consultant will lead the development and rollout of MEAL approaches aligned with IOM’s global Evaluation and Monitoring Policies, the Results-Based Management (RBM) Roadmap, Strategic Results Framework (SRF), donor requirements, and UN Country Team (UNCT) reporting frameworks, while strengthening internal capacity to sustain the system beyond the consultancy period. Organizational Department / Unit to which the Consultant is contributing: Programme Support Unit (PSU). The Consultant will work under the overall supervision of the Chief of Mission and the direct supervision of the Project Development and Reporting Officer and in close technical coordination with the Regional MEAL and Risk Management Officer (Bangkok), while collaborating with Project Managers, field teams, partners, and the Data Analytics Unit.
