Tetra Tech International Development is looking for an experienced Monitoring, Evaluation, Research, Adaptation and Learning Officer to lead and manage the implementation and continual improvement of the monitoring, evaluation and learning (MEL) framework for the FAIR Justice program.

• Lead the delivery of a high-quality and practical MEL system that successfully measures the results of the FAIR Justice Program, in line with DFAT’s Performance Assessment Framework (PAF).
• Establishing the program baseline across each End of Program Outcomes (EOPOs) using publicly available data from Philippine Judicial Academy (PHILJA), the Supreme Court and other donors
• Conduct iterative Theory of Change and evaluability assessment to ensure the MEL framework generates sufficient evidence and maintain program momentum.
• Provide data and analysis to support DFAT’s Investment Monitoring Report (IMR) on the use of resources and achievement of EOPOs.
