BACKGROUND: The Global Agriculture and Food Security Program (GAFSP) launched its Ninth Call for Proposals in May 2026. The Call aims to support country-led investments that contribute to sustainable agrifood systems transformation, food and nutrition security, climate resilience, women's empowerment, and inclusive economic growth. The Call promotes innovative, integrated and scalable investments that strengthen agricultural productivity, improve market linkages, reduce vulnerability, improve rural livelihoods and entrepreneurship, and strengthen institutions. Under the GAFSP Strategic Plan (2025–2030), the programme seeks to act as: (i) an incentive setter for innovative and integrated approaches to agrifood systems transformation; (ii) a connector linking smallholder producers to markets, finance and value chains; and (iii) a de-risker that mobilizes additional public and private investments for food systems transformation. The Government of the Republic of Zambia has nominated IFAD as the preferred Supervising Entity for the preparation and implementation of a GAFSP-funded investment. The proposed intervention will be anchored on the Financial Inclusion for Resilience and Innovation Project (FIRIP), which is currently under implementation by the Ministry of Finance and National Planning with support from IFAD. The proposed GAFSP investment will complement FIRIP by addressing critical constraints that limit the effectiveness of rural finance interventions, including weak market linkages, inadequate aggregation and storage infrastructure, limited climate-resilient production systems, insufficient business development services, weak value chain coordination, and limited private sector participation in rural agricultural markets. The proposed intervention will contribute to the implementation of Zambia's Eighth National Development Plan (8NDP), the Second National Agricultural Policy (SNAP), the Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration, the National Food Systems Transformation Pathway, and other relevant national strategies and investment plans. In accordance with the GAFSP Ninth Call Guidelines, the proposal will demonstrate: Alignment with national food systems priorities and investment plans. Strong complementarity with FIRIP and other development partner investments. Innovative and integrated solutions. Climate resilience and at least one additional cross-cutting outcome (women's empowerment and/or nutrition). Private sector engagement and market-based approaches. Secured and expected co-financing arrangements. Readiness for implementation and scalability. Clear pathways for sustainability and impact. To support the preparation of a competitive proposal, IFAD will field a multidisciplinary design mission to work with the Government and key stakeholders in developing a high-quality investment proposal that meets GAFSP requirements, demonstrates strong implementation readiness, and mobilizes additional public and private sector co-financing. ACCOUNTABILITIES AND RESPONSIBILITIES: The Monitoring, Evaluation and Learning Specialist will support the design of the project's results architecture and ensure alignment with GAFSP monitoring and reporting requirements. The specialist will work closely with the Lead Writer and other mission members and undertake the following tasks: Review relevant project documents, policies, strategies and evidence to inform the design of the project's results framework and monitoring arrangements. Lead the development of the project's Theory of Change, ensuring a clear results chain linking activities, outputs, outcomes and impacts. Develop the project's Results Framework, including indicators, baselines, targets, means of verification and reporting responsibilities, in accordance with GAFSP requirements. Ensure alignment of the Results Framework with GAFSP food system outcomes, cross-cutting priorities and IFAD results measurement requirements. Support the development of the project's targeting strategy, including identification of target groups, beneficiaries, geographic focus areas and pathways for reaching women, youth and vulnerable populations. Support the integration and monitoring of cross-cutting themes, including climate resilience, women's empowerment, nutrition and social inclusion. Develop a Monitoring, Evaluation and Learning (MEL) framework, including data collection approaches, reporting mechanisms, learning processes and knowledge management considerations. Contribute to the development of the project's risk matrix and identify monitoring measures for key implementation and results risks. Review project components and activities to ensure that proposed interventions are measurable, monitorable and aligned with the expected results. Participate in stakeholder consultations and incorporate stakeholder feedback into the Theory of Change, Results Framework and MEL arrangements. Undertake any other assignment as may be requested by the Mission Team Leader.
