EDUCATION:

Advanced university degree (Masters or equivalent) in Natural Sciences, Chemical, Industrial, Environmental or Electrical Engineering, Environmental Policy, Project Management or other closely related fields is required. Bachelors in other Engineering academic fields, in combination with ten (10) years of practical work experience in refrigeration air-conditioning, electronics or closely related fields may be accepted in lieu of the Master’s degree.

Technical and Functional Experience:

  • A minimum of five (5) years of mid-to-senior level experience in project development, technical training delivery on refrigeration and air conditioning, and policy implementation, is required.
  • Three (3) years of demonstrated experience in the field of Montreal Protocol, Environmental Science, Climate Change, or energy efficiency is required.
  • Demonstrated knowledge of Multilateral Fund mechanism, the Global Environmental Facility (GEF) LCDF Fund, Adaptation Fund or other multilateral environmental funding agreements is required.
  • Demonstrated understanding of policy and technical issues related to Montreal Protocol and experience in national data collection in the Refrigeration and Air Conditioning (RAC) sectors and/or supervision of ODS and HFC conversion projects, is desirable.
  • Experience in working with the NOU at the national level, showcasing a deep understanding of the specific challenges and national contexts is desirable.
  • Experience in program implementation, training delivery, conducting feasibility studies for Energy Efficiency projects and interventions related to the phase-out of HCFC and HFC and compliance issues of Article (5) countries vis-a-vis the Montreal Protocol is desirable.
  • Experience in writing and reviewing technical reports, excellent communication skills, and enabling the effective sharing of knowledge and information with a diverse audience is desirable.

Languages:
Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language particularly French and/or Spanish is an added advantage.

Responsibilities

Under the supervision of the Project Manager, and working with project teams, the expert will execute assignments in line with technical cooperation programs. More specifically, the incumbent shall carry out one or more of the following duties in a broad work area.
