The Shell Scotford Refinery is seeking a Maintenance, Turnaround & Construction (MTAC) Manager. The Shell Scotford Complex consists of a bitumen upgrader, oil refinery, chemicals plant and the Quest Carbon Capture and Storage facility. It is one of North America’s most efficient, modern, and integrated hydrocarbon processing sites. The MTAC Central Services Manager is responsible to manage alignment, execution, and optimization of work being done within the Central Maintenance departments. The Central Services departments are inclusive of the Central Services team, Central Repair Facility, Tank Maintenance, and Logistics and Real Estate teams. A responsibility of the Central Services Manager is to ensure that stakeholders, Production, Engineering, Inspections and Facilities, needs are identified and met. The MTAC Central Services Manager is responsible for providing support to maintenance execution through a centralized resource pool consisting of both Scotford staff and contracted services. The Central Services Manager also has a dotted-line accountability to the Real Estate Supervisor. In addition, this role serves as the contract owner for many of Scotford’s high‑risk and strategic contracts, including SIP (scaffolding and insulation), cranes, civil contractors, and industrial cleaning services. The position also requires oversight of all support services and specialty contractor agreements. Accountabilities: Lead the Central Services team to deliver work scope and associated emerging work for Scotford organization safely and efficiently Coordinate centralized resource pool of non-company labour and contract services into execution areas such as rope access, cranes, scaffolding, insulation, mobile equipment support, PEI inspections, HVAC Balance workforce numbers to support safe and efficient work execution during routine and peak work periods, supporting Projects, Turnaround, and Major Maintenance activities Oversee the on-site central services fabrication shop to deliver cost effective and exceptional quality pump repair and fabrication services to other departments Responsible for site logistics and temporary infrastructure to enable field execution Ensure safe/effective work execution by interfacing with work teams to reinforce safe working habits and job site hazard identification Coordinate and develop of annual Central Maintenance work scope in alignment with budget Accountable for yearly budget development and in-year forecasting Accountable for continuous cost, safety, quality and efficiency improvements for Central Services organization Dotted line accountability for the Real Estate group, ensuring they are executing efficiently and are aligned to the site’s objectives Key member of the MTAC leadership team by taking lead responsibilities for cross departmental initiatives or backfill responsibilities as required Strong partnership with Contracts and Procurement to develop and administer effective contracting strategies owner for many of Scotford’s high risk and strategic contracts such as SIP (scaffolding and insulation), cranes, civil contractors, and industrial cleaning services Monitor performance of key maintenance execution contracts as Contract Owner to identify and implement improvements to drive competitive performance to terms and conditions of contract What you bring Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer Bachelor’s degree in Engineering or a Technology Diploma is preferred At least 10+ years of maintenance and/or Project field work execution leadership in a refining or petrochemical operation combined with 5+ years in a supervisory or managerial role leading a team or department Experience working on brownfield projects is considered an asset Knowledge and experience with Computerized Maintenance management systems (CMMS), ideally SAP Deep understanding of maintenance work processes Knowledge of Perform Turnarounds and Project Delivery work process is an asset Knowledge of HSSE management systems Knowledge of contracting and procurement processes Skill coordinating multi-craft maintenance or projects Broad knowledge of the various facility works processes and the business connection between them Effective communication, coaching, and motivational skills Demonstrated Leadership and decision-making skills, effectively able to pull groups together and coordinate action plans to drive resolution Experience developing and managing both day to day and project budgets Continuous improvement background (6 sigma, Lean, 5S) is an asset If you don’t see yourself fully reflected in every job requirement listed in the posting above, we still encourage you to reach out and apply.
