Municipal By-Law Officer Full Time HR-BP-2026-06 The City of Dryden, located in the heart of Northwestern Ontario, is the second-largest city in the Kenora District. It has the conveniences of an urban centre without losing its rural, neighbourly charm. The City of Dryden is seeking an experienced and detail orientated Municipal By-Law Officer to join our team. In this role, the Municipal By-Law Officer will be responsible for the education, administration and enforcement of Municipal By-Laws including but not limited to the Fence By-Law, Property Standards By-Law, Property Maintenance By-Law, Zoning By-Law and other regulatory By-Laws of the Corporation. This position also oversees the administration and enforcement of Municipal Business Licensing, including tracking, processing, reviewing and approval/denial of applications. Additional responsibilities include Parking Control, Animal Control and Property standards enforcement. The successful candidate will be required to develop and maintain in-depth working knowledge of all City of Dryden By-Laws. Position Requirements: Current designation as a Certified Property Standards Officer (CPSO) and/or Municipal Law Enforcement Officer (MLEO) or willingness to obtain. Demonstrate initiative with a commitment to customer service and the ability to build and maintain effective, cooperative working relationships both internally and externally. Ability to de-escalate confrontational situations with a focus on achieving compliance, while exercising a high degree of professionalism, tact and diplomacy in all interactions with the public. Ability and willingness to work with animals, including conducting investigations related to dog bites, animals at-large and nuisance complaints; including the impoundment and transportation of animals as needed using a municipal vehicle. Experience managing and maintaining a municipal pound in compliance with the Pounds Act. Experience issuing verbal and written warnings, as well as Provincial Offense Notices in accordance with the Provincial Offences Act. Experience preparing applications for and executing search warrants is considered an asset. Ability to complete regular and accurate enforcement activity reports for both internal use and external agencies (including the MTO) as required. The ability to represent the Corporation as a witness in court for by-law enforcement related legal proceedings. Experience assisting with the preparation of municipal by-laws, staff reports, and presentations to Council, in consultation with legal counsel when required. A solid working knowledge of relevant provincial legislation, including the Building Code Act, Municipal Act, Provincial Offences Act, Pounds Act, Planning Act, Dog Owner’s Liability Act, Trespass to Property Act, Municipal Freedom of Information and Protection of Privacy Act. Experience using parking software, OPS-COM Parking and Security Platform or similar parking management software considered an asset. Knowledge of the Ontario Traffic Manual or a willingness to obtain. High school diploma or equivalent Possess and maintain a Class G driver’s license Possess strong communication skills, both written and oral. Working knowledge of computers and Microsoft applications Must be able to work outside in all weather conditions and must be available to work outside of normal business hours from time to time. Must have First Aid/CPR or the ability to obtain. Ability to work independently with minimal direct supervision. The successful applicant will be required to obtain and submit a criminal record check and driver’s abstract at applicant’s expense prior to start date. This position is a non-union position, forty (40) hours per week with an annual salary range of $71,281.60 - $85,529.60 (2025 Grid) based on qualifications, education and experience.
