POSITION SUMMARY

Under the guidance and mentorship of Fire Chief, the Municipal Law Enforcement Officer enforces municipal by-laws and provincial legislation pertaining to minimum maintenance standards of properties. This position conducts investigations and responds to community concerns while maintaining a positive, tactful demeanor with the public.

REQUIREMENTS

· Post-secondary diploma/certificate in Law Enforcement, Municipal Law Enforcement, Building Regulations or equivalent.
· Minimum of one (1) year of related experience.
· Valid Class G Driver’s License and access to a personal vehicle.
· Must have and maintain a clean criminal record and/or must be able to obtain and maintain required security clearances to work in all municipal facilities.
· Proficient in both English and French (written and oral).
· Knowledge of Building Code Act, Municipal Act, Planning Act, Provincial Offenses Act.
· Must successfully complete Municipal Law Enforcement Foundations or equivalent training within 1 year of hire.
· Strong computer literacy and proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint).
· Advanced interpersonal and communication skills with a customer service orientation.
· Problem solving skills, discretion, and good judgment when handling confidential/sensitive information.
· High degree of accuracy, attention to detail, and record-keeping skills.
· Proven team player with strong collaboration skills.
· Ability to engage professionally with diverse groups, including Directors, and Managers.
· Strong communicator with knowledge in the development, production and maintenance of communication tools for both internal and external stakeholders.
· Strong judgment, tact, creativity and problem-solving skills.

Responsibilities

Regulatory Compliance and Enforcement
· Enforcement of provincial legislation and municipal bylaws pertaining to minimum maintenance standards of property.
· Patrol Municipality for enforcement of parking violations and various private properties to identify Fire Route and Disabled Parking violations.
· Actively patrol problem areas to prevent illegal parking.
· Investigate and respond to zoning offences.
· Conduct full investigations, including collecting evidence, witness statements, in accordance with authorizing legislation.
Prepare and issue warning and infraction notices to ensure compliance with municipal by-laws and provincial acts.
Public Relations and Education
· Educate the public on municipal by-laws and regulations.
· Investigate and respond to external inquiries and/or complaints pertaining to municipal by-laws and provincial acts.
· Seek compliance through negotiation and mediation, where applicable.
Property and Building Standards
· Investigate complaints related to building maintenance and surrounding privately-owned lands.
· Provide enforcement of vital services in dwelling units, including heat, hydro, water, hot water, gas, etc.
· Serve as the Municipal Weed Inspector.
Public Safety and Municipal Facility Patrol
· Patrol all municipal facilities and ensure safety of the public.
· Regularly monitor all public beaches, parks and municipal boat launches.
· Actively patrol the Municipality to maintain a visible public presence.
Administrative Support
· Prepare reports and update databases as required.
· Complete all necessary documentation to facilitate prosecution.
· Attend court, as necessary.
· Liaise with other municipal departments.
· Complete other duties related to general bylaw enforcement and investigative/court duties.
· Perform other related duties as assigned.
