PLEASE NOTE THAT THIS VACANCY IS ONLY FOR NATIONALS OF INDONESIA The Position: National Consultant: Integrating Gender-Responsive DRR and VAW/G Prevention and Response Measures into the National Disaster Preparedness Module (Destana, Katana, RITB) You will report to Programme Analyst, Humanitarian and Programme Specialist, Population and Development. Job Purpose: The primary objective of this consultancy is to integrate Gender-Responsive Disaster Risk Reduction (DRR) perspectives and Violence against Women/Girls (VAW/G) prevention and response instruments into the National Disaster Preparedness Module ecosystem (Disaster-Resilient Villages/DESTANA, Disaster-Resilient Families/KATANA, and Disaster-Resilient Houses of Worship/RITB). This consultancy aims to transform the approach to protecting vulnerable groups from passive recipients into active participants, while ensuring that gender perspective, and VAWG preventive and responsive measures are institutionalized within village-level planning and budgeting. Scope of Work: Objectives The primary objective of this consultancy is to integrate Gender-Responsive Disaster Risk Reduction (GR-DRR) and VAW/G Prevention and Response into the national disaster preparedness ecosystem (specifically the KATANA, DESTANA, and RITB frameworks). Expected Outputs 1. Gap Analysis Report on Gender perspective & VAW/G prevention and response in KATANA, DESTANA, and RITB – A review of the national KATANA, DESTANA, and RITB, identifying gaps in gender perspective and in addressing VAWG prevention and response during crises. 2. Module for integrating Gender perspective & VAW/G prevention and response in KATANA, DESTANA, and RITB – A module that serves as a technical supplementary/addendum to the existing DRR preparedness modules (KATANA, DESTANA, RITB). 3. Policy brief to advocate integration of gender-responsive programme and indicators into village planning and budgeting – A strategic brief providing analysis on advantage/disadvantage; key programme interventions (based on gap analysis) and indicators for VAWG prevention and response; and recommendation for its integration in the Village Mid-Term Development Plans (RPJMDes) and annual budgeting (APBDes) systems - as part of DESTANA (Disaster Resilient Villages) Phase 1: Document Review and gaps analysis The consultant will conduct a comprehensive review of the three primary frameworks (KATANA, DESTANA, and RITB) to identify where gender aspects and VAW/G prevention are currently invisible. * Desk review of existing KATANA (Family Disaster Resilience), DESTANA (Disaster Resilient Village), and RITB (Religious-based resilience) guidelines. * Stakeholder Consultations: Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with disaster management agencies, women’s rights organizations, and VAW/G first responders. * Development of Gender & VAW/G Gap Analysis Report: highlighting specific entry points for VAW/G prevention protocols. Phase 2: Development of Module for Integrating Gender Perspective & VAW/G Prevention and Response in KATANA, DESTANA and RITB Development of materials as technical supplementary chapters for existing preparedness modules. Including : * "Lead Household Architect" Protocols (KATANA): Technical guides empowering women to lead home safety audits, manage gender-specific emergency logistics (maternal/reproductive health), and direct family evacuation drills as primary decision-makers. * Village-Level VAW/G Prevention & Referral Mechanisms (DESTANA): Standard Operating Procedures (SOPs) for establishing safe, confidential reporting desks within the village, including simplified referral pathways to health and legal services during disasters at the village level. * Religious Advocate Toolkits for Protection (RITB): A collection of guides and key talking points that link faith-based values to the moral obligation of protecting women and children and preventing violence during crises, including potential utilization of religious places as safe place such as Women Friendly Spaces, Psychosocial support, and referral mechanisms Phase 3: Development of a Policy Brief to advocate integration of gender-responsive programme and indicators into village planning and budgeting as part of DESTANA guidance * Identify specific "windows of opportunity" where gender-responsive indicators can be inserted into DESTANA. This involves aligning the SDGs Desa (specifically Goal 5 on Gender Equality and Goal 13 on Climate Action) with local disaster risk profiles to provide a legal basis for the brief * Identify and develop a "Menu of Activities/key programme interventions" that village heads can easily adopt into their annual APBDes (Village Budget). This provides clear technical codes and nomenclature for funding gender-responsive initiatives, such as: Subsidizing "Mother-Led" KATANA training, Procuring "Dignity Kits" for village emergency stockpiles, and Installing solar lighting in dark evacuation routes to prevent VAW/G * Develop a Strategic/Policy Brief designed for Village Heads and the Badan Permusyawaratan Desa (BPD) to institutionalize and fund VAW/G prevention activities, such as protection cadre training, within mid-term and annual village budgets. Durations and Working Schedule: The consultancy will be carried out for 50 workdays, spread over approximately 4 months (April to July 2026). The final approved product is expected to be available by the end of June 2026. Work will commence immediately after the contract is signed. Place where services are to be delivered: Home-based. The consultant will need to consult intensively with the UNFPA Country Office, NDMA (BNPB), related ministries, and Gender experts to deliberate on the content, structure, and required literature, notably the updated guidelines, regulations, and findings. Delivery dates and how work will be delivered 30 April 2026: Based on the discussed and approved detailed methodology by UNFPA, UNWomen, BNPB: Submission of: Gender and VAW/G Gap Analysis Report: Results of desk review of existing documents/modules (KATANA, DESTANA, RITB); mapping of gaps in module sections related to gender perspective and inclusion of VAW/G protection and response protocols. 30 June 2026: Based on the discussed and approved Module and Policy Brief Outline/Framework by UNFPA, UN WOMEN, and BNPB: Submission of: a) Module on Integrating Gender-Responsive DRR and VAW/G prevention and response into the national Disaster Preparedness Modules (Destana, Katana, RITB). b) Policy brief to advocate integration of gender-responsive programme and indicators into village planning and budgeting Monitoring and progress control, including reporting requirements, periodicity format, and deadline: A team of UNFPA (Humanitarian Analyst), NDMA (BNPB), and related Ministries will provide directions to the consultants through regular meetings or virtual discussions. UNFPA will conduct intensive discussions and several coordination meetings with the consultant to review the product, chapter by chapter, to ensure that the deliverables meet UNFPA quality standards. Supervisory Arrangements: Under the UNFPA Assistant Representative’s overall guidance, the consultant will be directly supervised and expected to report the progress to the Humanitarian Programme Analyst and Population & Development Specialist Expected Travel: The consultant may need to carry out a number of field missions as per the approved work plan by UNFPA direct supervisor. Qualifications and Experience: Education: Advanced degree in Social Sciences, Disaster Management, Demography, Gender, Public Health, and/or other related fields. Knowledge and Experience: * Minimum 5 (five) years relevant work experience in writing journals, books, Gender, public health, or other areas. * Expert in the Pentahelix concept in disaster management. * Understanding global instruments such as the Sendai Framework for Disaster Risk Reduction and SDGs. * Experience developing national guidelines, teaching and training materials, or other relevant products in disaster management; a sample product may be requested. * Excellent communication, facilitation, and report-writing skills in English and Bahasa Indonesia.
